The Opportunity
The University of Central Florida's (UCF) Institute for Simulation and Training (IST) is conducting a search for multiple technical portfolio leadership positions.
Each position will be responsible for the technical leadership and systems engineering of a portfolio of applied research projects aligned to one or more of IST's core competency areas.
Ideal candidates will have an extensive background in government and industry program management and systems engineering of applied research, advanced technology development and integration, and related prototyping efforts.
These are full-time, 12-month, non-tenure earning positions supported by contracts and grants.
Responsibilities :
Coordinate with a cross-disciplinary team of research faculty to define scopes and objectives for a portfolio of related research projects, and efficiently allocate team resources across the portfolio.
Develop and execute detailed project plans that meet contracted requirements including but not limited to contract deliverables, timelines, and information security requirements.
Employ project management methodologies, tools, systems, and processes tailored to and optimized for each individual project, including but not limited to DevSecOps, Agile, and Earned Value Management.
Assess and maintain a team skill matrix to identify and fill gaps based on current and future project requirements.
Plan and execute project budgets, interfacing with relevant business unit staff (accounting, purchasing, etc.), enterprise systems, and institutional processes.
Track and manage project progress relative to resource-loaded schedules and adjust plans as necessary to meet prioritized project deadlines.
Provide project sponsors and IST executive leadership with detailed project reporting.
Support related new proposal development with input on research scope, budgets, resource commitments and supporting documentation.
Ensure compliance with UCF and sponsor policies and requirements including but not limited to financial accountability, ethics, and information security.
Support external communication and marketing with information regarding project status and accomplishments.
Support opportunity development activities, including events, meetings and tours with current and potential future project stakeholders and partners.
Coordinate with UCF Office of Research to review and approve contract language including basic research agreements, non-disclosure agreements, intellectual property disclosures, and teaming agreements.
Minimum Qualifications :
Master's degree from an accredited institution in a technical field and three years of related professional experience; or a bachelor's degree in a technical field and five years of related professional experience.
Preferred Qualifications :
Ten or more years' experience in government or industry program management or systems engineering.
Strong familiarity with project management software tools, methodologies, and best practices.
Strong interpersonal skills and the ability to work effectively with a broad range of stakeholders.
Project Management Professional (PMP), Defense Acquisition Professional, or similar professional certification is desirable.
