Program Management Officer III

Overview :

The employee works independently within the scope of the contract to advise senior Department of State management on administrative support and procedures, staffing levels, fiscal matters, procurement requirements of the office and is a liaison between the government and the contracting company.

Primary Responsibilities :

  • Serve as onsite liaison between Department of State management and the contractor on matters relating to contract personnel;
  • Assist senior DOS management in the daily operations;
  • Advise senior DFP management on current Government fiscal policy, procedures, and regulations;
  • Oversee management of controls in compliance with applicable Appropriation Laws;
  • Advise senior management on the matters concerning fiscal administrative and budget operations;
  • Conduct management studies and analysis for workflow improvement and streamlining of administrative operations as required;
  • Prepare correspondence, reports or other documents in support of or in justification for budgetary expenditures;
  • Primary liaison to government offices and contracting officials to advise of all financial matters, personnel, modifications to the contract, budgetary and financial planning, analyses, forecasting, formulation, execution and contractual agreements;
  • Approve all time and leave for contracting personnel;
  • Recommend, develop and execute efficient spending solutions and corrective actions that will bring cost savings to the Government and improve deficiencies;
  • Perform cost-benefit analysis and examine past budgets;
  • Advise in Program Management Reviews; evaluate spending at domestic posts and conduct comprehensive analysis of needs including both long- and short-term goals;
  • Review and recommend changes to Non-Disclosure and Professional Service Agreements and negotiate Terms and Conditions on agreements;
  • Ensure all agreements comply with and are in accordance with Federal Contracting Rules, FAR / FAM regulations, HSPD-12, legal and government regulations and policies regarding contract amendments and modifications as well as Company policies and standards;
  • Provide briefings, options and recommendations to senior DOS management on issues affecting office operations and staffing levels;
  • Ensure that Department fiscal policies are implemented without undue interruption of normal operations;
  • Assist management and appropriate supervisors on procurements of equipment and;
  • Maintain close liaison with counterparts in DS and other bureaus on the timeliness and adequacy of funds allocated to DO;
  • Maintain effective working relationships with a broad spectrum of individuals in the Office / Bureau / Department, other agencies, and private sector organizations;
  • Perform annual evaluations of all employees on contract;
  • Other duties by assignment may include a variety of security related administrative or operational tasks directed at establishing and sustaining specified levels of effectiveness in fiscal management and operations of the department.

Supervisory Responsibilities :

Will be required to supervise other contract staff.

Education and / or Experience :

  • Must be highly organized and have excellent oral and written communication skills in order to interface with DFP personnel and other government agencies at all levels;
  • Ability to communicate effectively orally and in writing;
  • A Bachelor's Degree and two (2) years of supervisory experience required. Six (6) years of supervisory experience can be substituted for the Bachelor's degree;

Knowledge, Skills, and Abilities :

  • Possess an understanding of and experience-based familiarity with administrative operations, personnel management, and fiscal management at a management level;
  • Proficiency in Microsoft Office; Word, Excel and Power Point.

Certificates, Licenses, Registrations :

Must be a U.S. Citizen and possess or obtain / maintain a minimum of Top-Secret clearance;

Security Clearance :

TOP SECRET Clearance Level Required

  • Must have a current United States Government TOP SECRET Personnel Security Clearance.
  • Must have a current U.S. Government Single Scope Background Investigation (SSBI) / Tier 5 or equivalent.
  • Must be a U.S. Citizen.
  • Must be able to maintain required Security Clearance / access approvals.

Physical Demands :

Physical demands of the job include light lifting as anticipated in a standard office environment.

Travel :

Travel is possible, but not anticipated

Work Environment :

Employee will work in a standard office environment, with access to standard office equipment, including computer hardware, printer, file cabinets, etc.
