Job Summary

Located in the nation’s capital, The Office of the Attorney General (OAG) is the chief legal office of the District of Columbia.

The OAG enforces the laws of the District, defends, and provides legal advice to the District’s government agencies and protects the interests of the District’s residents.

This position is located in the Legal and Integrated Services Section’s Establishment Unit of the Child Support Services Division.

The Child Support Services Division (CSSD) of the Office of the Attorney General for the District of Columbia is seeking a Supervisory Trial Attorney (Assistant Section Chief) for its Legal and Integrated Services Section’s Establishment Unit.

CSSD administers the District’s child support services program that includes locating non-custodial parents, establishing legal paternity, establishing support orders, enforcing legal support obligations including medical support, and modifying support orders.

The Division is also responsible for the State Disbursement Unit that processes all child support payment collections and disbursements.

Duties and Responsibilities

The incumbent serves as the Assistant Section Chief and oversees the daily operations of the Legal and Integrated Services Section’s Establishment Unit.

The incumbent sets objectives and performance goals for the Unit and staff, assesses and reports on the effectiveness of operations.

Plans, develops, and institutes short-term and long-term projects in cooperation with others. Recommends modifications to policies, procedures, processes and methods.

The manager Integrates new methods of performing work that are consistent with sound management principlesandachieving highly efficient performance levels.

Provides legal services and advice through subordinate staff and ensures the work performed by subordinate staff meets legal sufficiency.

Ensures that legal matters are handled in a professional and timely manner. Is responsible for analyzing and overseeing strategies used in legal matters.

In addition, personally manages Unit staff and occasionally provides direct supervision to attorneys assigned to cases and other legal matters that are difficult and unusual in character and complexity or the legal principles to be developed and maintained are critically important.

Reviews decisions of the District Court, the Superior Court of the District of Columbia, and other tribunals in cases assigned to the Division.

Makes recommendations to the Director and Deputy Director concerning which cases should be appealed.

Plans, coordinates, and administers operations through subordinate staff engaged in the performance of functional responsibilities.

Devises and implements feedback systems, performance measures, and benchmarks to assure adequate performance and successful goal achievement.

Identifies barriers to quality legal services; designs effective strategies to resolve issues and implements corrective actions.

Assists in devising a system of controls and keeps carefully documented records. Implements a computer-based system to manage records and generate narrative and statistical reports, graphs, charts, etc.

Represents the Attorney General, the Chief Deputy Attorney General, the Director, and / or the Deputy Director at meetings and conferences and ensures that their views are accurately reflected and interpreted.

Qualifications and Education

Incumbent must have a Juris Doctor ( from an American Bar Associated (ABA) accredited law school at the time of appointment.

The candidate must also have considerable prior experience handling complex Child Support litigation. Prior managerial experience is preferred.

Licenses and Certifications

The incumbent must be an active member in good standing of the District of Columbia Bar or have the ability to waive in and be admitted within 360 days of appointment.

An appointee to the Legal Supervisory Service shall remain a member in good standing of the District of Columbia Bar and be admitted to practice in the District Court for the District of Columbia during his / her employment in the Legal Supervisory Service.

If not currently a member of the District of the Columbia Bar, prior to appointment, the successful candidate must send proof that his / her completed District of Columbia Bar application has been submitted to the District of Columbia Bar.

Working Conditions / Environment

Work is primarily performed in an office setting. Generally, work is sedentary, some walking, handling, and carrying of light to moderately heavy objects (such as case records, briefcases, and exhibits) is required.

Salary Range : The starting salary for this position is negotiable up to $142,000 depending on qualifications and availability of funds

Monday-Friday 8 : 30 am - 5 : 00 pm

In-person reporting with limited telework and flexible work schedules available upon eligibility.

This position is not in the collective bargaining unit.

  • This position has been designated as sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to the following checks and tests : (a) Criminal background check;
  • b) Traffic record check (as applicable); (c) Consumer credit check (as applicable); (d) Reasonable suspicion drug and alcohol test;

and (e) Post-accident or incident involving Government property drug and alcohol test.
