Position Description

This position provides analytical, confidential administrative, and technical support for the Internal Affairs Division and Chief's Office.

Responds to requests for police data of various kinds from various entities, including City officials, news media, city employees, State and Local government, advocacy groups, and others.

Salary :

The anticipated salary range for this position is $30.58 - 37.17 / hour , depending on qualifications.

Work Location :

This position is onsite only.

Job Duties and Responsibilities

  • Prepare analytical and disciplinary data for the chief of police, deputy chiefs / city attorneys, Hennepin County attorneys, commander, lieutenant, and sergeants in Internal Affairs.
  • Fulfill complex and sensitive requests involving a mix of public, non-public, private, and confidential data after determining the legal scope of what may and may not be released under different circumstances.
  • Prepare officer discipline profile cards. Prepare files for employee discipline panels.
  • Serve as liaison for other agencies requesting Internal Affairs data.
  • Maintain daily Post Board regarding officer discipline.
  • Record retention. Prepare and distribute coaching documents to command staff and precinct division leaders.
  • Proof transcripts that come back from the automated dictation system before being sent to IA sergeants.
  • Close out cases and update cases on grievance outcomes / arbitration awards.
  • Manage litigation holds from the city attorney's office and subpoenas.
  • Draft letters to be signed by the police chief, deputy chiefs, commander, and lieutenant.
  • Draft quarterly Ethics Report for the City Attorney's Office, Year End Internal Affairs Report for the chief of police, and yearly Post Board Report for the Chief.

Required Qualifications

Minimum Education :

Associate Arts Degree in Law enforcement or related.

Minimum Experience :

Four years of related experience.

Equivalency :

An equivalent combination of education and highly related experience in a similar environment may be considered.

Licenses / Certifications :

Must maintain CJIS certification.

Selection Process :

The selection process will consist of one or more of the following steps : a rating of relevant education and experience and / or an oral examination (100%) .

It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process.

A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list.

The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Background Check :

The City has determined that a thorough Minneapolis Police Department criminal background check is necessary for positions with this job title.

Applicants must sign an informed consent allowing the City to obtain their criminal history information in connection with the position sought.

Applicants who do not sign the informed consent form will not be considered for the position.

Drug and Alcohol Testing :

All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made.

Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

Union Representation :

Eligible List Statement :

The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration.

This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire 2 (two) months after it has been established.

Interview Selection :

The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list.

If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills and Abilities

  • Work closely with the City Clerk's Office, the City Attorney's Office, and the Communications Department on high-profile requests and consult regarding police data involving legal action.
  • Technical skills in researching databases, legal discovery tools, data review, and redaction programs and tools.
  • Information regarding data practice requests for city attorney, media, department commander, and sworn personnel; also run statistical information for Internal Affairs.
  • Work in Adobe Pro to create interactive documents, combine documentation, and redact material.
  • Work in CAPRS / PIMS software programs to retrieve / query information and utilize other agency-related programs used in Internal Affairs, including VisiNet, Axon, Practice Manager, Capture 911 Retrieval, and Winscribe Objectivity.
