Involuntary Treatment Act" coordinator - Court Liaison

This role supports court services for locations in Washington State (Olympia, Tumwater, Shelton, and McCleary) this role will travel to each of these programs to support civil commitment clients (infrequent travel to the actual courthouse).
Mileage reimbursement is provided beyond the "home base" program. Locations and volume of travel vary from week to week.

The pay range assigned to this role will be based on the geographic location from which the role is performed. Starting pay is commensurate with relevant experience above the minimum requirements.
POSITION SUMMARY
In this an entry-level management position and under the direct supervision of the Regional Director of Operations, the Regional ITA Team Lead provides leadership, coordination and supervision to court liaisons and collaborates with other community partners and agencies.
QUALIFICATIONS
Required :
- Fully licensed (E. G. LMFT) or working towards licensure with an active associate license for their specific discipline
- Master or higher degree in the Behavioral Health / Social Services arena or related field
- Qualifies as an MHP in the state of Washington according to RCW
- One () year of supervisory experience or supervisory training within six () months of employment
- Two () years of post-graduate direct clinical experience in a mental health setting
- Two () years of demonstrated ability in preparing court testimony and acting as a liaison to the courts related to behavioral health proceedings
- Must travel to assigned programs
- Must have experience working with mental health and substance use consumers, families and advisory boards
- Sensitivity to multi-cultural populations and issues
- Must be at least years of age
- Must be CPR, Crisis Prevention Institute (CPI), and First Aid certified on date of employment or within days of employment and maintain current certification throughout employment
- All opportunities at Telecare are contingent upon successful completion and receipt of acceptable results of the applicable post-offer physical examination, -step PPD test for tuberculosis, acceptable criminal background clearances, excluded party sanctions, and degree or license verification.
Position requires driving, valid driver license, a motor vehicle clearance, and proof of auto insurance is required at time of employment and must be maintained throughout employment.

Two () years’ experience primary ITA court liaison, Licensure in a Behavioral Health field LMHC, LICSW, LMFT
ESSENTIAL FUNCTIONS
- Demonstrates the Telecare mission, purpose, values, and beliefs in everyday language and contact with internal and external stakeholders
- Establishes and maintains a recovery culture and philosophy within Telecare programs
- Supervises in the assigned region facility court liaisons, including :
- Coordinating legal functions of inpatient facilities
- Providing consistent supervision, including support, consultation, and provision of clear and concise expectations regarding duties assigned to employees, frequent feedback focusing on both positive and problematic aspects of work performance and other management practices that are consistent with Continuous Quality Improvement
- Establishing and defining standards which ensure legal sufficiency is met pursuant to RCW
- Monitoring and assessing the quality of legal documentation and expert testimony rendered by court liaisons at each facility and identifying problems and recommending corrective action (as needed)
- Providing individual / group education and training as needed
- Ensures Telecare programs function smoothly within the larger behavioral health system, including :
- Developing and maintaining strong relationships with Thurston and Mason court officials, including judicial officers, judicial assistants, court administrators, attorneys, paralegals and county clerks
- Regularly representing the corporation professionally at Involuntary Treatment Act (ITA) court meetings
- Contacting court officials for the purpose of gathering feedback on court liaison performance
- In collaboration with facility administrators / clinical directors, recommends and establishes policies and procedures specific to civil commitment and referrals to inpatient programs
- Continually monitors ITA legislation in WA state and informing Telecare administrators / clinical directors of legislative changes specific to civil commitment
- Collaborates with other staff in the implementation of corporate initiatives, and other services, as needed
- Travels to Telecare facilities frequently
- Remain available to assist at other Telecare facilities (consult) as needed
- Provides weekend / on-call service / back-up and crisis intervention
- Must assist with restraint of members served in the event of assaultive behavior and pass assault crisis / crisis prevention training
Duties and responsibilities may be added, deleted, and / or changed at the discretion of management.
Position requires driving own personal vehicle for company business such as trainings, offsite meetings, etc.

- Ability to train, empower, and lead staff to embody above elements in daily interactions with colleagues, members served, and other service providers
- Thorough understanding of the rights of members served and related legal processes
- Effective written and verbal communication
- Ability to assess safety risks
