Job Description

Human Resources Specialists can be assigned primary staff responsibility for a variety of important human resources and employee relations programs and processes.

Areas of specialty include offboarding, DEIB program administration, Drug and Alcohol Program administration, employee recognition program administration, leave of absence management, learning management system (LMS) administration, and coordinating disability and religious accommodations.

The Human Resources Specialists (Employee Relations) are responsible for the offboarding process, administering the Agency's self-funded unemployment insurance program, administering MTS's DOT mandated drug / alcohol testing program for safety-sensitive employees, DEIB administration, LMS administration, and other administrative functions.

The Human Resources Specialists (Employee Relations) will also be cross-trained on the responsibilities of the Human Resources Specialist (Leave Management) who is responsible for the administration of leaves of absence (, FMLA, CFRA, PDL), managing the reasonable accommodations process, tracking and administering MTS's COVID-19 response including administering COVID-related leave and reporting to governmental authorities, and assisting the Director in tracking and arranging reasonable accommodations for the Agency's employees.

EXAMPLES OF DUTIES : Essential Functions

Essential Functions

  • Coordinates and processes terminations for union and management employees.
  • Administers mandated curriculum in LMS system and follows up on delinquent training.
  • Administers the online employee recognition platform and plans / organizes events.
  • Assists with public outreach and employment brand management.
  • Manages the entire unemployment claim defense process (, drafts initial response, researches relevant precedent decisions, prepares witnesses, serves as the spokesperson at Hearings and crafts appeals to the State).
  • Assists the Talent Acquisition Manager in planning and coordinating DEIB ventures.
  • Monitors and audits unemployment claim charges and invoices.
  • Maintains and updates employee information in ADP Vantage.
  • Assists in administering the onboarding and orientation for new employees.

Duties May Include, But Are Not Limited To, The Following :

  • Scans personnel related documents into the Agency's document management system.
  • Provides back-up coverage for the front desk reception area or leave management.
  • Performs other duties as assigned.

QUALIFICATIONS :

Knowledge, Skills and Abilities

  • Knowledge of or ability to learn MTS policies and regulations, ability to read, understand and apply MTS policies, regulations and union labor contracts;
  • ability to use ADP and HRIS software to accomplish given tasks; ability to write letters, memoranda and reports using clear, concise and grammatically correct English;
  • ability to speak clearly, distinctly and effectively in person-to-person or small group situations using tact and diplomacy;
  • ability to coordinate and initiate actions necessary to implement decisions and delegate responsibilities to appropriate personnel;
  • ability to establish and maintain priorities in order to complete assignments by deadlines without detailed instructions;
  • skill in verifying the accuracy and completeness of forms and reports; knowledge of Microsoft Word and Excel and the ability to learn and use other software that MTS might have or acquire;
  • ability to exercise discretion and good judgment when applying and interpreting policies and procedures of human resources administration;
  • ability to effectively present information and respond to questions from groups, managers, customers and the general public;

ability to represent MTS in a positive way while working with the public; ability to provide professional level support in human resource program areas.

Physical Requirements

The successful candidate must be able to fulfill the physical demands of the job such as walking, stooping, sitting, bending, reaching for overhead files and occasional lifting (must be able to lift up to 15 pounds).

Must be able to operate a motor vehicle and perform tasks involving manual dexterity, such as use of a computer and 10-key.

Work will at times require more than 8 hours per day or an irregular work week to perform the essential duties of the position.

Duties will be performed primarily in an office type environment and may require travel to external locations and agencies.

Experience / Education / Certificates / License(s)

Possess a bachelor's degree from an accredited college or university with at least three or more years of administrative experience, preferably in the area of Human Resources.

Requisite knowledge, skills and abilities may be substituted for the degree requirement. PHR or SHRM-CP certification is preferred.

Experience using ADP Vantage HRIS is preferred. Possession of a valid California Driver's License with acceptable driving record is preferred.

GENERAL :

Must satisfactorily pass all applicable examinations including, but not limited to, a pre-employment physical and background check.

SALARY GRADE : #6 ($44,003 - $86,603)

HIRING RANGE : $70,000 - $80,000
