Your role :
The primary responsibility is to manage and direct Port Marine Facilities Maintenance activities including services, assets, and systems critical to Marine day-to-day operations.
Your role also includes providing leadership to the various work groups under the DCTU collective bargaining agreement. And, provide fiscal, procedural, and administrative guidance and support to all marine maintenance managerial staff.
Essential Job Duties
- Manage maintenance functions to address diverse requirements of the operating division and / or tenants consistent with maintenance program parameters.
- Analyze and interpret multiple factors, including technical information, trade labor input, and outside resources to determine appropriate courses of action.
- Develop and recommend approaches, resource decisions, and maintenance strategies to the Senior Marine Facility Manager.
- Perform the duties of Senior Marine Facility Manager in their absence as directed.
- Develop and coordinate day-to-day plans and schedules in keeping with maintenance commitments in close coordination with other Port marine maintenance management and technical support staff.
- Create, maintain and report key metrics and analyses for specific maintenance activities.
- Manage and support Marine Facility Maintenance (MFM) superintendent(s), planner / schedulers, and trade foremen, and be a resource to them on day-to-day maintenance activity, personnel management, and prioritization decisions.
- Direct job assignments, staffing levels, and hiring practices for MFM group.
- Supervise skilled labor groups to facilitate maintenance of marine terminals.
- Administer labor work force in accordance with collective bargaining agreement and Port policies and procedures.
- Participate in the coordination with adjacent customer operations and construction projects to perform maintenance services.
- Also involved in the coordination and management of regulatory requirements, specifically safety and environmental law related to maintenance functions and services.
- Manage relationships with customers, contractors, consultants, and agencies.
- Provide input to maintenance capital and operating budgets and programs.
- Responsible for cost and contract management consistent with established budget.
Minimum Qualifications
Education and experience :
- Bachelor's degree in Business, Planning, or related field is preferred.
- Minimum seven (7) years of progressively more responsible experience in maintenance, including three (3) years of maintenance management / supervisory experience;
or the equivalent combination of education and / or relevant experience.
- Desired experience includes :
- High-level understanding of labor unions, including exposure to the International Longshore and Warehouse Union (ILWU).
- Familiarity with the Port of Portland's marine terminal business and tenant relationships.
- Full understanding of the Port and Harbor Industrial contact lease and be familiar with their service and financial responsibilities.
- Maintain a valid state driver's license is required.
- Ability to obtain and maintain a Transportation Workers Identification Credential (TWIC) from the Federal government is required.
All licensing fees will be reimbursed by the Port of Portland.

Supplemental and Selection Information
SELECTION PROCESS (tentative schedule) :
- A minimum qualification evaluation of education, training, and experience of submitted application packets will take place by Human Resources the week of November 4, 2024.
- A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials including any responses to the supplemental questionnaire.
- Our goal is to schedule first round of interviews with candidates that successfully passed the SME evaluation step as soon as possible.
