Job Summary
Under direction, identifies and implements business and operational efficiencies and business processes relating to projects and activities between various divisions, departments, public agencies, and private sector representatives. May exercise functional or technical supervision over assigned staff. Work Location : Central Library - 600 Soledad, San Antonio, TX (78205) Work Hours : 8 : 00a.m.-5 : 00p.m., Monday-Friday; May require occasional evenings and weekends.
Essential Job Functions
Evaluates efficiency of current and new programs and implements program changes.
Gathers, compiles, reviews, and analyzes data for performance metrics analysis.
Monitors current and new programs for efficiencies and effectiveness based on performance metrics data.
Identifies, evaluates, and prioritizes functional and technical needs and requirements.
Analyzes and interprets data to inform strategic decision making.
Develops strategic plans that align with department goals and objectives.
Assists in the preparation of the annual departmental or divisional budget.
Prepares written reports, summaries, and presentations on program status, progress, and results.
Develops and presents detailed business cases, process models, and system workflows.
Works to ensure coordination between divisions within the department.
Oversees the implementation and integration of new systems and technologies.
Monitors project progress, identify risks, and implement mitigation strategies.
Performs related duties and fulfills responsibilities as required.
Job Requirements
Bachelor's Degree from an accredited college or university.
Two (2) years of business or project analysis experience.
Preferred Qualifications
Experience in construction services.

Applicant Information
Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

Knowledge of management study principles, project management methods, and data analysis.
Knowledge of computer software and hardware applications.
Knowledge of budget and accounting principles.
Knowledge of general statistical and quantitative methods.
Ability to analyze and recommend solutions to management and organizational problems.
Ability to assist in the preparation of budgets and accounting systems.
Ability to operate a computer keyboard and other basic computer equipment.
Ability to develop and implement innovations towards improving the department's operations and delivery of services.
Ability to communicate clearly and effectively.
Ability to develop, implement, and evaluate new programs.
Ability to perform all the physical requirements of the position with or without accommodations.
Ability to work primarily in an office environment.
