Aging Services Manager

Position Summary :

The Aging Services Manager is responsible for overseeing the agency's quality assurance and program improvement efforts. This role includes ensuring compliance with programs and maintaining quality control. The manager will primarily handle protective services intake and will provide support for supervisory functions across all service areas.

Essential Functions :

The duties and responsibilities of this position include, but are not necessarily limited to :

  • Establish procedures and guidelines for quality assurance across all agency departments. These procedures and guidelines will ensure alignment with the relevant program requirements.
  • Develop, implement, and maintain quality assurance systems, establish standards, and train staff. Work with individual program areas to address quality issues, recommend improvements, and foster a culture of continuous improvement.
  • Screen, review and assign reports of need.
  • Provide clinical supervision, training, and programmatic oversight to agency staff as needed.
  • Support Protective Services functions through screening and assigning cases.
  • Acquire and maintain certification as a Protective Services worker. This position may take on Protective Services duties as necessary.
  • Continuously evaluate and monitor the performance of individual units and employees and identifying strengths and problems, while determining need for training.
  • Review and analyze case records for completeness and adherence to established standards.
  • Acquire and maintain certification as an Agency Assessor supervisory review of Functional Eligibility Determination (FED) assessments submitted by assessors.
  • Participate in case conferences, as required, with appropriate staff as well as external agencies, providers, and consumer, and / or family to ensure service delivery to consumers.
  • Convene meetings on a regular basis and participate in agency meetings as required.
  • Participate in orientation and training, in-service as assigned, and attend regularly scheduled management, team and staff meetings.
  • Provide routine backup to other supervisors within the agency.
  • Offer support and supervision to case managers during their after-hours on-call work.
  • Represent the agency in varied media outlets and at in person events as needed.
  • Determine and apply an ethical and professional framework of responsible areas.
  • Adhere to all policies, laws, regulations and codes of ethics and confidentiality as outlined by federal and state laws, and agency policies and procedures.

Minimum Education and Experience :

  • One year experience in public or private social work and a Bachelor's Degree in public administration, sociology, social welfare, psychology, gerontology, or other related social sciences; OR
  • Two years of case work experience including one year of experience performing assessments of client's functional ability to determine the need for institutional or community-based services and a bachelor's degree in public administration, sociology, psychology, gerontology, or other related social science; OR
  • One year of assessment experience and a bachelor's degree in social welfare; OR
  • Any equivalent combination of experience or training including completion of 12 semester credit hours of college level courses in public administration, sociology, social welfare, psychology, gerontology, or other related social sciences.
  • Substitutions : One year of experience in the AAA system may be substituted for one-year assessment experience. Related advanced education may be substituted for a segment of the experience requirement and related experience may be substituted for required education except for the required 12 semester credit hours in the above majors.
  • Certification by the Commonwealth of Pennsylvania as a certified assessor. Certification must be obtained within 90 days of employment.
  • Valid state-issued Driver's License.
  • A minimum of 3 years supervisory experience preferred.
  • Minimum Knowledge, Skills, and Abilities :

  • Extensive knowledge and understanding of the long-term care industry.
  • Ability to work independently following established policies and procedures.
  • Ability to plan, organize, direct & coordinate the work of staff.
  • Ability to delegate authority & responsibility.
  • Effective written & oral communication skills.
  • Possess advocacy skills and a sense of professional ethics.
  • Ability to manage & lead in a team setting.
  • Must have a valid driver's license, a good driving record, a car that is fully insured.

  • Physical presence in the office is required.
  • Physical Demands :

    Work involves standing, walking, sitting, lifting, carrying, talking, hearing, using hands to handle, feel objects, tools, or controls, and reaching with hands and arms. Vision abilities required by this job include close vision and the ability to adjust focus. The employee must occasionally lift and / or move up to 40 pounds a distance of 15 feet or less.

    Working Environment :

    Normal office environment. This position requires individuals to be office-based and can work remotely while performing some job functions. Must have access to transportation and be able to regularly travel to required meetings. May occasionally have to perform assessment functions. Access to transportation for occasional home visits (including areas where public transportation may not be available) and attending required meetings and trainings is required. Evenings and weekends are occasionally required for event management and attendance.
