Job Title : Workforce Development Manager

Supervisor : Director of People & Culture

Supervisory Responsibilities : Yes

Status : Full-time (40 hours) Exempt

Qualifications : Associate's degree in business / human resources or three plus years of leadership experience and managing the talent acquisition process, or equivalent experience. Familiarity with HR policies, federal and state labor laws, and interviewing skills. Excellent customer service skills, the ability to work in a team environment and establish strong working relationships. Strong organizational and time management skills. A flexible solution-oriented mindset with the ability to think creatively. Proficient Microsoft Suite skills, strong project management skills. Experience with full-cycle recruiting and onboarding is required. Valid NYS driver's license and the ability to travel locally and regionally three to five days per month.

Physical Requirements : This position works in a typical office setting but may be exposed to extreme temperatures in a warehouse setting. There may be extended periods of sitting, standing and / or bending, listening, talking and / or visual concentration, writing and / or computer use. This position would normally have routine opportunities for the employee to be able to alter their physical position or change eye focus. Lifting should not normally exceed 30 pounds.

Position Summary : The Workforce Development Manager will research, develop, and implement effective recruiting and staffing strategies to attract a diverse pool of qualified and capable talent for the organization. This position plays a pivotal role in shaping the employee experience from day one. By effectively integrating new hires into the company culture and ensuring they have the tools and knowledge to succeed, this position will help foster a sense of belonging and commitment. You will ensure that new employees are effectively integrated into the company's culture and operations. In this role, you'll act as a liaison between new employees and their managers, answer any questions they may have, and help them feel comfortable and confident in their new roles.

Duties & Responsibilities :

Talen Acquisition & Recruitment

Develops, facilitates, and implements all phases of the recruitment process.

  • Develop and maintain partnerships with community organizations, employers, and educational institutions.
  • Attends and participates in college job fairs and recruiting sessions. Actively sources candidates from Indeed, LinkedIn, other social media platforms, online job boards, and networking events
  • Work with the marketing department to create recruitment material such as flyers, brochures, posters, etc.
  • Collaborates with department managers to identify and draft detailed and accurate job descriptions and hiring criteria.
  • Identifies and implements efficient and effective recruiting methods and strategies based on the available role, industry standards, and the needs of the organization.
  • Create job posting and advertisement processes.
  • Screens applications using assessments or qualifications that are applicable to the position and forwards qualified candidates to hiring manager or director.
  • Schedules interviews; oversees preparation of interview questions and other hiring and selection materials. Conducts reference checks, MVR and background checks applicable to position and notifies hiring manager
  • Assists with the interview process, attending and conducting interviews with managers, directors, and other stakeholders.
  • Collaborates with the hiring manager and / or other human resource staff during the offer process, identifying and recommending salary ranges, incentives, start dates, and other pertinent details.
  • Seek best practices in workforce development

Onboarding & Employee Experience

  • Evaluate the onboarding process and make recommendations for improvements
  • Create a comprehensive onboarding experience for new hires including orientation, introductions to relevant staff or team members and touch points throughout their first year of employment.
  • Conduct orientation sessions including communicating company policies and ensuring new hire paperwork is submitted
  • Provide support to ensure a smooth transition for new hires
  • Provide new employees with the knowledge, skills and standards they can use to be successful in their new position
  • Ensures compliance with federal, state, and local employment laws and regulations, and company policies.
  • Implements and or leads employee recognition programs.
  • Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and / or sensitive matters to the appropriate staff.
  • Partner with the OPC team and hiring managers to ensure consistent and engaging department-specific training.
  • Oversee and champion the "Buddy Program," matching new hires with seasoned colleagues to aid in their integration and professional development, and keep leadership updated on its impact.
  • Organize and support employee appreciation and engagement initiatives to foster a positive, mission-driven culture across all locations.
  • Partner with the OPC team to utilize various methods, like surveys and feedback sessions, to identify areas for improvement and understand employee needs .
  • General HR Support

  • Provide strategic and administrative support to the OPC, including managing HR records, ensuring compliance, and tracking employee trainings.
  • Help resolve day-to-day employee issues and HR inquiries, directing more complex issues to the Director of People & Culture.
  • Participate in HR planning efforts and projects focused on culture-building, process improvement, and diversity & inclusion efforts.
  • Maintain confidentiality and professionalism in all interactions, upholding the food bank's values.
  • Leadership & Management

  • Develop and manage the annual HR calendar, ensuring all key dates and initiatives are planned and executed effectively.
  • Analyze HR data and metrics to identify trends, inform decision-making, and improve recruitment processes.
  • Contribute to the development of HR policies and procedures related to workforce development..
  • Provide guidance and support to other OPC staff and team members .
  • Performs other duties as assigned
