Essential Functions
- Direct all PMO activities for assigned capital and modernization programs, overseeing cost, schedule, risk, quality, safety, and compliance.
- Serve as the primary point of contact with client leadership, contractors, and partner agencies; provide executive-level reporting and decision support.
- Lead multidisciplinary teams across engineering, project controls, environmental, technology, and communications functions.
- Establish and monitor key performance indicators for cost, schedule, and risk; ensure timely corrective actions and continuous improvement.
- Manage change-management processes, contract modifications, and earned-value performance.
- Champion integration of digital tools, sustainability, and equity considerations throughout program delivery.
- Foster an inclusive, collaborative culture emphasizing ethics, transparency, and professional growth.
Competencies
Program Leadership & Governance : Expertise in developing and managing PMO structures for large capital or transportation programs.Strategic Thinking : Ability to translate long-range agency goals into executable program plans and measurable results.Financial & Analytical Acuity : Strong command of budgeting, forecasting, and earned-value principles.Technical Proficiency : Working knowledge of project-management software (Primavera P6, MS Project, EcoSys, Power BI).Communication & Negotiation : Exceptional written, verbal, and presentation skills; skilled at stakeholder alignment and conflict resolution.Regulatory Fluency : Familiar with FTA Circular 5010.1E, 2 CFR Part 200, and state / local public works requirements.Team Development : Demonstrated success in mentoring multidisciplinary professional staff and fostering a culture of accountability.Required Qualifications
Bachelors degree in Engineering, Construction Management, Business Administration, or a related field.Ten (10) or more years of progressive experience managing multimillion dollar infrastructure or transit programs.At least five (5) years of direct supervisory experience leading cross-functional technical teams.Professional certification such as Project Management Professional (PMP) or Program Management Professional (PgMP).Proven track record delivering projects in compliance with federal and state funding and reporting requirements.Preferred Qualifications
Masters degree in Engineering, MBA, or Public Administration.Professional Engineer (PE) license.Experience with FTA capital-grant programs, IIJA / BIL funding, or municipal transit agencies.Proficiency with enterprise-level PMIS tools (Oracle Unifier, EcoSys, Power BI) and digital collaboration platforms.Prior leadership of program teams implementing sustainability, equity, or smart-infrastructure initiatives.Benefits
