Plant Manager, Photovoltaic and Battery Storage

Overview

The Terra-Gen PV and Battery Storage Plant Manager is responsible for managing additional plant(s) within the Edwards / Sanborn project portfolio. It leads and monitors all operational and maintenance functions for the photovoltaic and battery energy storage facility near Mojave, CA and other designated plants as needed. This position manages multiple employees, OEMs and vendors who perform tasks under an O&M service agreement between Terra-Gen Operating Company (the O&M Service Provider) and possibly Terra-Gen LLC (the owner).

Responsibilities

• Adheres to, supports, and complies with all company safety and environmental policies and practices. Ensures all employees, contractors and visitors conduct themselves safely and within departmental / company policies and regulatory guidelines.
• Maintains a proper working environment by upholding discipline, morale, and employee relations.
• Prepare salary recommendations.
• Manage human resource responsibilities, including personnel coaching, development, performance management including reprimands and reviews, both written and verbal, as required, up to the point of terminating an employee, if necessary.
• Schedules overtime and manages vacation requests for assigned personnel. Reviews and approves assigned personnel timecards.
• Responsible for team-building and professional development of team members.
• Conducts or supervises training, as required.
• Develops, administers and promotes compliance with written procedures for plant operations and maintenance.
• Administers company policies / procedures.
• Using the Terra-Gen work management system (CMMS), ensures work is planned and scheduled to meet warranty and service contract commitments / requirements.
• Reviews metrics and directs improvements in plant performance, work progress, and work backlog.
• Performs scheduling, performance monitoring, vegetation management, module cleaning, etc.
• Conducts professional contact with key personnel in the form of phone calls, meetings and reporting to the department Managers including the customer regarding plant performance and plans of action.
• Completes request for proposal (RFP) process, selects contractors / vendors, initiates contracts and purchase orders and professionally manages contractors / vendors for Terra-Gen operations, contractual spare parts, and operation and maintenance technicians as needed to fulfill O&M service agreement obligations.
• Responsible for the performance of all contractors as required by the O&M service agreement.
• Manages and tracks warranty claims and understands installation warranty and equipment warranty responsibilities. Ensures operation and maintenance activities are performed to maintain warranty agreements.
• Schedules and manages additional services, as needed, based on the available monitoring data. Ensures acceptable quality of services executed.
• Completes all required plant inspections.
• Assists EHS with the implementation of an OSHA-compliant safety program and culture at the plants.
• Responsible for regulatory compliance : NERC, CPUC GO 167-C, Conditional Use Permit, Air Permit.
• Oversees development, promotion and administration of the Continuous Improvement Program (CIP).
• Manages and assists in Root Cause Analysis to ensure continuous improvement.
• Manages the everyday plant activities of the operating assets in compliance with established company and regulatory standards.
• Oversees O&M Provider(s). Manages OEM operating and repair / troubleshooting efforts to ensure compliance with service agreements and established standards.
• Assists, as needed, and ensures timely reporting for energy regulatory agencies including PUCs, FERC, CEC, and EIA.
• Timely preparation of monthly, quarterly and annual reports.
• Provides reports for lenders along with local, state, and federal regulatory organizations according to the agreements and contracts.
• Maintains a database tracking : operation, contract administration, regulatory compliance, and financial reporting.
• Develops and manages an annual budget for multiple projects concurrently.
• Responsible for the financial and operational performance of assigned plants.
• Analyzes and optimizes the financial performance of operating plants.
• Analyzes production data and optimizes performance of operating plants.
• Reviews performance modeling results and compares with actual performance data.
• Proposes solutions for improving performance based on positive cost / benefit analysis.
• Responsible for immediate support and ensures corrective actions in response to emergency situations to minimize safety hazards and to reduce damage or downtime to the plant and its equipment. Calls employees to emergency duty upon assessing plant conditions and determining the necessity for additional support.
• Understands and follows proper procedures for control and shipment of all hazardous waste streams.
• Oversees / directs all instrumentation / electrical / DCS preventative and corrective maintenance, including equipment overhauls and system modifications.
• Coordinates with company personnel, outside consultants, and vendors to plan outages and new construction projects, ensure proper staffing, correct maintenance problems, startup new equipment.
• Provides technical guidance and direction to assigned personnel during the completion of repairs, troubleshooting, and overhauls. Provides technical guidance to Plant Supervisors.
• Documents equipment problems, writes work orders (as needed), work instructions, and maintenance repair requests.
• Trains to improve personal skills and the skills of co-workers related to the job and / or required advancement.
• Responsible for the completion of special tasks and projects assigned by the Director or General Manager of Operations.

While performing the duties of this job, the employee is regularly required to use hands to finger, handle, or feel. The employee frequently is required to stand, walk, sit, reach with hands and arms, and talk or hear. The employee is occasionally required to climb or balance and stoop, kneel, crouch, or crawl. The employee must frequently lift and / or move up to 10 pounds and occasionally lift and / or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Overtime is required as needed.

Work Environment

At least 50% of the Plant Manager's work will be performed in an office environment; however, field inspections expose the person to the risk of electric shock, heights, moving mechanical parts, fumes, and airborne particles toxic or caustic chemicals. Additionally, while working outdoors, the employee is exposed to heat, cold, inclement weather, and ultraviolet radiation from the sun. The noise levels may require hearing protection. The noise level in the work environment is usually loud and can be very loud.

The posted compensation is the range that we in good faith anticipate relying on when setting wages for this position. We may ultimately pay more or less than the posted range and this range is only applicable for jobs to be performed in California. This salary range may also be modified in the future, depending upon skills, experience, education, and geographical location.
