Position Summary :

The Bureau of Fleet & Facilities is seeking two highly skilled Facilities Capital Project Manager III's to oversee the initiation, implementation, completion, and control of multi-phase facility capital projects. This role requires collaboration with various internal teams and stakeholders to ensure successful planning, design, and construction of City-owned facilities, valued at over $1 billion. The Facilities Capital Project Manager III will manage complex projects, from feasibility to construction and closeout, while ensuring compliance with all relevant building codes and regulations. Up to 2 FTEs will be hired out of this recruitment. Successful candidates will support the Moves, Additions, and Construction (MAC) Team, which oversees small, medium, and large capital projects. Candidates may be assigned projects to support either of two workgroups below to keep workloads balanced.

  • Moves, Additions, and Construction (MAC) Team -the team consists primarily of capital projects managers with an architectural or interior design background, and leads bureau space planning, moves, tenant improvement, new construction, interior refresh, and furniture management projects.
  • Capital Asset Management (CAM) Team -the team consists primarily of capital project managers with a focus on buildings and systems including envelope, mechanical, electrical, plumbing, and conveyance. Additional CAM focus includes building engineering and asset management with backgrounds in mechanical / electrical engineering, asset management, or construction management, and leads asset condition and risk assessment, capital planning and asset replacement, and other projects with technical scopes of work.

General responsibilities of all Capital Project Managers include developing project plans; defining project scopes and requirements; coordinating staff and project deliverables; managing budgets and project timelines; overseeing project changes and interventions to achieve project goals; monitoring and reporting on project progress and issues; communicating professionally and eloquently with high-profile customers and stakeholders; and evaluating and reporting on results.

What you'll get to do :

  • Manage large-scale vertical construction projects, including buildings, facilities, and interior improvements, in alignment with professional construction and engineering standards; lead and develop detailed project plans; and coordinate staff, contractors, and other resources to ensure successful delivery of complex building and infrastructure projects.
  • Lead , plan, coordinate, and manages the design, construction, maintenance, and renovation of city owned and leased facilities and real properties.
  • Define and develop project scope and requirements; consult with project stakeholders including other organizational units and the public; research federal, state, and local laws, codes, and regulations.
  • Prepare and review design and construction cost estimates; inspect project work to ensure specifications are met and project complies with federal, state, and local laws, regulations, and policies; manage project schedules and budgets; coordinate meetings and communicate stakeholders.
  • Manage and participate in procurement of construction and design contractors; develop bid solicitations; participate in pre-construction conferences.
  • Oversee contracts with contractors and consultants; conduct regular site visits; negotiate change orders; process progress payments; accept deliverables; monitor and ensure compliance.
  • Ability to manage small to large project budgets effectively as a fiscal steward of City funds.
  • Manage project planning, ability to prioritize projects based on asset condition, fire life safety and use.
  • Provide professional and technical advice to City Bureaus / Offices including project solutions, alternative methods, and funding sources.
  • Assemble project team; assign work to team members; monitor work of project teams.
  • Collaborate and coordinate with Capital Project Managers, engineers, architects, Operations and Maintenance staff including technicians to assist with capital projects of a broader scope and complexity.

  • The ideal candidate will have :

  • Demonstrated competence in methods, practices, and procedures in the design and construction of capital projectsand contract management.
  • Ability to read, interpret, and apply information from schematic designs, design development documents and construction drawings.
  • Strong organizational skills with the ability to prioritize tasks, manage multiple projects simultaneously and adapt to changing circumstances and situational ambiguity.
  • Demonstrated leadership, coordination, and communication skills in multidisciplinary project environments.
  • Knowledge of construction codes, regulatory requirements and industry standards applicable to public capital projects.
  • Ability to communicate effectively and professionally, verbally and in writing, with diverse high-profile stakeholders such as councilors, Mayor staff, and Deputy City Administrators, demonstrating interpersonal tact and diplomacy and establish / maintain effective working relationships with a diverse workforce, Bureau / Office staff, the public, and others encountered in the course of work.
  • Experience managing large-scale capital construction projects for vertical construction, tenant improvements and moves.
  • Experienceensuring that facility capital construction projects are compliant with applicable federal, state, and local laws, statutes, ordinances, and regulations related to building construction and occupancy, and public procurement practices.
  • Experience with facilities construction planning and maintenance, large-scale moves of office personnel and equipment, project funding, budgeting, scheduling, and managing multiple concurrent projects of varying complexity, scope and cost that are relevant to this position.
  • Experience applying the principles, systems, and practices of facility capital construction and contract management for projects, and an ability to review and provide feedback on construction documents (i.e. from applying current cost estimation techniques and project budgeting through the maintenance of project records consistent with applicable standards).
  • Experience using general office, design, and construction management software such as CMMS, Microsoft Office including Excel and Projects, SmartSheets, AutoCAD, Revit, BIM, and Bluebeam.
  • Bachelor's degree or professional certification in engineering, architecture, interior design, project management, construction management, asset management or a related field.
  • Professional Certification (PMP, LEED AP, WELL etc.)

Facilities provides comprehensive property management services for these facilities, including building operations management, facility maintenance and repair, space planning and moves management, and capital project development and management. The Division also leads citywide real property planning studies as requested by City leadership and is an authorized administrator of real estate brokerage services for City bureaus.
