Public Guardian Investigator-Riverside

The County of Riverside Behavioral Health Department - Probate Division seeks a Public Guardian Investigator for the Office of the Public Guardian located in Riverside.

Overview

Under general supervision, the Public Guardian Investigator evaluates and investigates referrals to determine the individual's need and eligibility for a conservatorship, assesses risk for gravely disabled or legally incompetent persons, prepares reports recommending conservatorship or alternatives, and performs other duties as required.

Responsibilities

• Investigate referrals and evaluate eligibility for public conservatorship in the best interests of the individual.
• Conduct home or facility visits, interview referred individuals, and verify information to assess functional capacity, physical conditions, and environmental factors.
• Search directories, utility records, public or private agency records, and contacts to identify family members, physicians, neighbors, landlords, and other relevant parties.
• Obtain financial information from banks, investment agencies, mortgage and title companies; review legal documents including wills, trusts, and powers of attorney to assess need for conservatorship or viable alternative.
• Interpret department policies and conservatorship procedures, and explain them to families and other stakeholders as required.
• Consult with medical providers and professionals to determine medical or mental health needs, arrange temporary placement, and refer for immediate treatment.
• Interview perpetrators of abuse or financial exploitation, coordinate with Adult Protective Services, law enforcement, and the District Attorney's office, and report findings in court cases.
• Determine if public conservatorship is in the best interest of the potential client based on life skills, cognitive abilities, and mental, physical, and environmental conditions; recommend public conservatorship or alternatives.
• Maintain case records, prepare detailed reports to County Counsel recommending conservatorship, and review findings with the Deputy Public Guardian after guardianship placement.
• Investigate Orders to Show Cause from Superior Court regarding cases with private conservators; prepare reports supporting non-appointment and recommend viable alternatives to the court.
• Provide in-service training to hospitals, care agencies, law enforcement, Adult Protective Services, and other agencies on conservatorship requirements.
• Document findings, coordinate with agencies, and make sound determinations in the best interest of prospective clients while exercising tact, diplomacy, courtesy, and sensitivity.
