Under general direction, assists in performing financial accounting functions according to established procedures and regulations associated with governmental and fund accounting, performing related work as required.
Essential Job Functions :
- Analyze and close funds including but not limited to governmental, proprietary and fiduciary funds.
- Analyze and close funds for reasonableness of revenues, expenditures, and balance sheet items including not limited to :
Prepare reconciliations as needed.
Make any necessary adjustments.Prepare financial statements including statement of net position, statement of activities, statement of changes in net position, budget vs. actual analysis, cash flow reporting.Research and gather data from other sources, both internally and externally.Present financial statements prepared for the funds in accordance with applicable Government Accounting Standards and Generally Accepted Accounting Principles.Analyze and reconcile fund level statements to prepare government-wide financial statements as required by GASB, prepare footnote disclosures and Required Supplementary Information (RSI), Management's Discussion and Analysis (MD&A), and Transmittal Letter.Analyze and reconcile subsidiary ledgers and the general ledger and make adjustments which includes communication with both external and internal city sources related to required corrective actions needed by others.Work with both external and internal auditors on GASB compliance regarding the financial statements, footnotes, RSI and MD&A prepared in the ACFR process, including clarification of variances and procedures.Minimum Qualifications :
Knowledge of principles and practices of accounting and auditing , including GAAP (Generally accepted accounting principles), GASB (Government Accounting Standards Board), and government finance.Knowledge of municipal accounting and principles of public finance administration. Knowledge of budgetary development and controls, accounts payable and receivables.Knowledge of office and administrative practices and procedures.Skill in using PC Software including current Microsoft Office Suite of applications.Skill in communicating professionally and tactfully with other city employees and the public by oral and written means.Skill with organization and attention to detail.Ability to exercise discretion and independent judgment utilizing knowledge of the organization's policies.Ability to work independently under general instructions.Ability to perform a variety of physical skills including but not limited to filing, pulling, seeing, sorting, squatting, standing, stooping, twisting body, typing, walking, and writing.Ability to operate a variety of office equipment including but not limited to PC, telephone, calculator, scanner, and copier.Ability to prioritize deadlines and tasks. Ability to learn new systems and procedures quickly. Ability to plan, organize, monitor, and collaborate with internal and external stakeholders to accomplish unit objectives.Ability to understand mathematical calculations involving fractions, percentages, and decimals.Ability to work within a set schedule.Qualifying Education and Experience :
Bachelor's Degree in Accounting, Finance, or Business with an accounting coursework.Three (3) years of related experience.Employment Screenings Required :
