Job Summary
Contract Specialist will coordinate, develop, manage, invoice, and monitor intergovernmental contracts. Work involves reviewing records, drafting reports, collecting information, presenting written recommendations for process improvements or corrective action plans, monitoring and reporting implementation, preparing and reconciling invoices, and providing guidance to internal and external staff. May be assigned team lead responsibilities.

Responsibilities
- Develops contract administration policies and procedures, including evaluation plans for monitoring and managing intergovernmental contracts.
- Monitors contract performance by examining fiscal and performance data for compliance with contract terms and conditions and agency policies.
- Investigates discrepancies and complaints and suggests resolutions.
- Maintains contract tracking database, contract invoicing systems, and contract files.
- Evaluates expenditures and performance data and analyzes trends to ensure appropriate use of funds and continuous improvement of business processes.
- Communicates with government officials and internal and external customers regarding business processes, budgetary needs and contract provisions.
Qualifications
Graduation from high school or equivalent.Bachelor's degree from an accredited college or university; experience in the following (or closely related) fields may be substituted for the required education on a year-for-year basis : auditing, child support monitoring, compliance review, contract administration, and financial / risk analysis.4 years of full-time experience working in the following (or closely related) fields : auditing, child support monitoring, compliance review, contract administration, and financial / risk analysis.Skill in handling multiple tasks, prioritizing, and meeting deadlines.Skill in effective oral and written communication.Skill in collaboration and problem-solving.PREFERRED QUALIFICATIONS
2 years' experience in contract monitoring and evaluation.Experience : Child Support Enforcement.Knowledge : OAG / CSD Case Management System (ChAMP).Certifications : Certified Texas Contract Manager (CTCM).Knowledge of state and federal Child Support laws.To apply for a job with the OAG, electronic applications can be submitted through CAPPS Recruit.
