Summary :
USSTRATCOM's global strategic and nuclear deterrence mission requires robust information systems and flexible, survivable command and control to support force planning and execution, and to ensure connectivity with globally deployed forces. The systems must provide the President, senior civilian leadership, USSTRATCOM, other Unified Commands, deployed global forces and support elements, and federal agencies with effective networks for command and control and support related information needs. Military forces are dependent on space-based communications systems to access essential information services in the execution of land, sea, air, and space operations. The J2 coordinates training, development, dissemination of timely tailored products aiding identification, characterization, and tracking of existing and emerging threats worldwide by fusing all-source intelligence knowledge.
This requirement is for Advisory and Assistance Support (A&AS) tasks required to support the Government in creating, maintaining, and enhancing the ability to produce accurate, timely, and relevant current and long-term all-source intelligence to satisfy Indications and Warning (I&W), Situational Awareness (SA), Joint Intelligence Preparation of the Operational Environment (JIPOE), Target Systems Analysis (TSA), directly supporting Golden Dome For America (GDA) requirements directed by the GDA Executive Order and levied by the USSTRATCOM planning and operations communities. The focus of this task order is on strategic deterrence and Nuclear Command and Control Communications (NC3) functional analysis aligned against peer and near-peer adversaries (Russia, China, North Korea, Iran) as outlined in the National Defense Strategy. Analysts shall conduct analysis / fusion of all-source intelligence, establish and maintain relationships with Intelligence Community (IC) analysts, and support visualization of a current operational picture for the Command.
The USSTRATCOM J2 maintains organic intelligence and counter intelligence capabilities to support these functions by maintaining awareness of specific threats and adversary capabilities, intent, and strategic force disposition status. Analysis and production results are captured in working aids, I&W alerts, intelligence summaries and articles, senior USSTRATCOM staff briefings, and national level databases.
Essential Duties and Responsibilites :
Provide situational awareness of adversary threat capabilities to support I&W.Author strategic regional and global JIPOE products to enable planning.Author intelligence products for the USSTRATCOM Headquarters staff, assigned Component Commands / and Task Forces, and the IC.Prepare, integrate, brief, and publish broad and complex all-source intelligence studies, papers, briefings, and assessments in coordination with other Agency elements and IC components on adversary regional issues, military capabilities, or political analysis.Conduct near-term, mid-term, and long-term analysis supporting the JIOC's mission of providing current intelligence to senior leadership as well as support to deliberate and operational planning.Support the development of intelligence collections requirements and provide feedback and evaluations to IC reporting.Provide analytical support for the development, validation, implementation, and modification of current and evolving command and DoD planning documents requiring insight into foreign strategic forces, policy, intentions and technology.Provide analysis support to Target Systems Analysis and target folder development for nuclear, kinetic, and non-kinetic targeting efforts.Maintain Government furnished databases and software applications, to include the use of visualization tools, in support of strategic intelligence analysis to include support to briefings, papers, and presentations.Required Qualifications, Education, and Experience :
Be a United States CitizenPossess a final Top Secret (TS) security clearance (an interim TS is not acceptable) with eligibility for Sensitive Compartmented Information (SCI), Nuclear Command and Control / Extremely Sensitive Information (NC2 / ESI), Special Access Programs (SAP), and Special Technical Operations (STO).
