Talent Acquisition Manager
Responsible for leading and managing the daily operations of the Talent Acquisition function within the Human Resources (HR) Department ensuring efforts align with the City's talent philosophy by ensuring efficient and effective hiring practices, understanding workforce needs, maintaining a strong and proactive talent pipeline, and supporting inclusive, and strategic hiring decisions that attract and retain top-tier talent.

- Develop and execute the City of Denton's talent acquisition strategy that support equitable hiring practices, enhance workforce diversity, and align with the City's long-term staffing goals, public-service mission, and strategic initiatives.
- Lead data-driven recruitment initiatives by monitoring key performance indicators (KPIs) and analytics to assess hiring effectiveness, identify areas for improvement, and optimize talent acquisition strategies.
- Assist leadership with developing department goals, strategies, and action plans to ensure effective operations; cascade to supervised areas and assess performance from the department to the individual level.
- Develop, maintain, and provide leadership reports and presentations highlighting areas that enhance program success, candidate experience, and workforce planning and / or areas of improvement based on implemented action plans.
- Collaborate with Human Resources (HR) stakeholders and hiring managers to understand staffing needs; evaluate, update and develop recruitment and onboarding strategies, services, and programs to address staffing needs, establish candidate requirements, and create competency-based job success profiles and hiring plans.
- Implement innovative sourcing strategies techniques to attract diverse candidates and ensure a robust pipeline of qualified talent.
- Function as Talent Advisor for senior hiring managers including, but not limited to, understanding and anticipating their unique talent needs, providing professional expert and strategic advice, and ensuring alignment throughout the entire recruitment process.
- Manage and conduct discovery calls to gather role-specific information and create job postings that are clear, compelling and aligned with talent acquisition best practices.
- Oversee pre-employment processes and compliance frameworks; ensure all talent acquisition activities are conducted in compliance with City policies and procedures, and Federal and State employment laws and regulations, while aligning with the City's broader talent philosophy.
- Research, interpret, and apply labor laws, regulations, and best practices to ensure legally sound and equitable hiring processes across the City; lead, develop, and refine recruitment-related policies and procedures in collaboration with HR leadership and educate staff to ensure regulatory compliance and legal risk mitigation.
- Manage and mentor assigned staff to ensure best practices are followed and foster a culture of innovation and excellence in recruitment.
- Stay abreast of industry trends, best practice, and emerging technologies; recommend and incorporate them into the City's recruitment strategy.
- Identify and implement advanced recruitment technologies and tools to streamline processes, enhance candidate experiences, and improve overall efficiency and effectiveness.
- Partner with HR colleagues to provide strategic guidance on workforce planning and talent management initiatives, helping to identify and address talent gaps and succession planning needs.
- Collaborate with internal stakeholders on the development and implementation of employer branding initiatives to attract top-tier talent including, but not limited to, print and digital media.
- Investigate internal and external stakeholder concerns; perform research for issues, coordinate and facilitate necessary actions to resolve concern as appropriate. When necessary, communicate directly for identification of service needs and address concern with appropriate written, verbal, or in-person follow-up.
SUPERVISORY / BUDGET RESPONSIBILITIES

Job Requirements
Bachelor's Degree from an accredited college or university in Human Resources, Business Administration, Public Administration, Organizational Development, or related field; and,Five (5) years' experience in talent acquisition or human resources, or related field; and,Three (3) years of management or supervisory experienceOR
