City Manager
Responsible for planning, organizing, directing, and coordinating all municipal activities and is responsible for the proper administration of all affairs of the City of Haslet ("City").

Essential Functions :
- Oversees the day-to-day operations of the City.
- Plans, organizes, and defines the organization to ensure efficient and effective efforts to meet the goals and objectives established by the City Council and various Boards and Commissions of the City.
- Plans, develops, and implements administrative policies, rules, regulations, and procedures to achieve the proper functioning of the City.
- Develops long-range plans, with guidance from elected and appointed officials, assists the community in achieving common purposes, and contributes towards economic development efforts.
- Directs, supervises, and coordinates the activities of all employees, departments, and offices of the City, and administers the affairs of the City to ensure that all City business is accomplished economically.
- Facilitates the flow and understanding of ideas and information between and among elected and appointed officials, employees, and citizens.
- Directs all personnel matters and enforces the provisions of the Personnel Policies of the City and related rules and procedures.
- Employ, recruit, select, promote, evaluate, organize, arrange, assign, transfer, discipline, suspend, and terminate any and all city employees to the extent permitted by law and subject to the City Administrator's discretion and direct supervision, to delegate to any employee any of these powers with respect to any subordinates of that employee.

- Coordinate the work of consultants hired by the City Council.
- Oversight of the procurement of commodities and services for all City departments, offices, the City Council, and various Boards and Commissions, and promulgates purchasing rules to be approved by the City Council consistent with state law, which shall be followed by employees and volunteers in the procurement of goods and services.
- Evaluates City projects, programs, agreements, and services and makes recommendations on modifications and improvements.
- Ensures all applicable federal, state, and local laws, ordinances, and regulations are enforced to include the proper implements of local ordinances and regulations.
- Attends and participates in all City Council meetings and other related meetings, prepares agendas in coordination with the Mayor and City Secretary, reviews meeting minutes, prepares resolutions and ordinances in coordination with the City Attorney, and carries out City Council directives.
- Performs research for the City Council and the Boards and Commissions of the City.
- Recommends to the City Council such measures deemed to be in the best interest of the City.
- Signs contracts on behalf of the City as authorized by the purchasing policies of the City or by the City Council, and ensures that all contracts with the City are faithfully kept and performed by all parties.
- Assists the Mayor in the preparation of the annual budget in accordance with Chapter 102 of the Texas Local Government Code.
Education, Experience, and Licensing / Certifications :
Bachelor's Degree from an accredited college or university in Public Administration, Business Administration, Management, Public Policy, Finance, Urban Planning, or a closely related field.Minimum ten (10) to fifteen (15) years of progressively responsible municipal government experience, including five (5) years in a senior management or executive role such as Deputy City Manager, Assistant City Manager, Department Director, or equivalent.Experience in leadership / executive roles (department head, assistant city manager, deputy city manager, etc.)Experience in budget development and financial management (including capital budgets).Experience with infrastructure, public works, utilities, planning, and regulatory / compliance issues.Experience in economic development, land use / zoning / growth management.Experience with community engagement and managing relationships with elected officials, boards and commissions, and other stakeholders.Master's Degree (MPA, MBA, or similar)TCMA MembershipTexas Certified Public Manager (or similar)Any specialized certifications relevant to utilities, planning, public works, or finance.The successful candidate will need to be able to be bonded.Required Skills / Abilities :
Strong leadership, with ability to motivate staff, delegate, and foster a positive organizational culture.Excellent communication (oral, written, and public speaking) both within government and with the public.Ability to develop and implement strategy / long-term plans and set priorities.Fiscal discipline and good financial oversight.Problem solving and decision-making, especially in complex or ambiguous situations.Understanding of Texas laws, municipal codes, open government requirements (ex : Open Meetings Act, Public Information Act), and land use laws.Interpersonal, diplomatic skills; ability to collaborate with Council, staff, community, and businesses.Integrity, ethical conduct, and transparency.Track record of working successfully with elected officials, community members, and regional partners.Knowledge of small to mid-size cities, especially in the North Texas, DFW metroplex context.Experience dealing with utilities (water, sewer, and roads) development review, permitting, etc.Familiarity with growth management, annexations, and capital improvement planning.Ability to manage multiple priorities and adapt to changing conditions.Comfortable with or experience in public-facing / community outreach roles.Residency within the City of Haslet is not required but may be considered desirable by the City Council.Conditions of Employment :
Must have and maintain a valid Texas Class C Driver's License.Must pass a drug test, driver's license check, background check, and social security number verification.Physical Demands and Working Environment :
Work is performed primarily in a traditional office environment. May be required to lift and carry items weighing up to 20 pounds.
