POSITION SUMMARY
The Interfaith Works Women's Center (IWWC) is a year-round low barrier emergency shelter program for 80 adult women experiencing homelessness in Montgomery County, Maryland. The program provides shelter, meals, and case management services at two different sites with the goal of rapidly exiting shelter guests to housing so that homelessness is rare, brief, and non-recurring. The Program Director oversees all program activities, manages program budget and provides direct supervision to the Case Managers, the Program Support Manager, the Housing Services Coordinator, the Diversion Specialist, the Community Engagement and Volunteer Coordinator, the Inventory Specialist / Data Entry, and Social Work or other interns. In addition, the Program Director acts as the liaison to the Department of Health and Human Services (HHS) for onsite issues.
Please be advised that that the IWWC program currently has 80 year-round beds for women at two different shelter sites, 40 at the IWWC-Taft (IWWC-T) location in Rockville and 40 at the IWWC Crabbs Branch (IWCB) location in Derwood. Additionally, during the hypothermia months (November 1st through March 31s) and other extreme weather events, IWCC is expected to serve an additional thirteen women on cots or mats across the respective locations.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Provide a supportive work environment to the team focused on training, coaching, and development; encourage a strength-based approach to providing services; and focus on providing best practices including harm reduction and trauma-informed care.
- Supervise the clinical team (two full-time Case Managers), meeting with them individually on a weekly basis and providing consultation on complex cases, intake procedures, assessments, referrals and discharge.
- As appropriate, provide clinical supervision hours to Case Managers pursuing their clinical licensure (LCSW-C or LCPC).
- Supervise the Program Support Manager (PSM) to ensure the building is functioning properly and that the appropriate parties are informed of concerns.
- Work with the PSM to ensure schedules for Program Support Staff are completed and staff are receiving appropriate supervision.
- Read all daily log notes, participate in log communication by writing notes and responding to comments, and provide guidance with email follow up when necessary.
- Supervise the Community Engagement and Volunteer Coordinator to ensure donations are logged appropriately, volunteers are entered and maintained in the volunteer database, and that there is appropriate coordination for large volunteer events and regular tours.
- Facilitate or assist with program tours.
- Work together with the Community Engagement and Volunteer Coordinator to ensure meal volunteers are scheduled for all meals.
- Help Coordinator recruit and build and maintain relationships with volunteers.
- Supervise and work with the Inventory Specialist / Data Entry to ensure shelter is well stocked with supplies and appropriate data is collected and tracked in a timely manner. Collaborate with writing reports for the County and local municipalities. Ensure Satisfaction Surveys are completed quarterly.
- Supervise Housing Services Coordinator so connections and housing opportunities are being created with landlords and property managers on behalf of shelter clients, and housing-related groups are conducted at the shelter to meet County contract goals.
- Supervise Diversion Specialist to ensure that clients identify safe and appropriate housing options (other than the street / car / shelter) to help them achieve a rapid return to housing and avoid a longer-term experience of homelessness.
- Facilitate and create an agenda for the weekly staff meetings and ensure adherence to the procedure manual so staff are compliant with daily program procedures.
- Attend bi-weekly group supervision meetings with Program Support Manager and Program Support Staff to provide coaching and guidance regarding any shelter related concerns.
- Review referrals to ensure compliance with eligibility requirements.
- Attend Community Meetings and meet with clients as needed and / or if they are non-compliant with program expectations.
- Ensure all staff attend mandatory trainings as required by the County Contract and Interfaith Works.
- Provide supervision to Social Work student interns, completing all necessary documents as required by the Universities.
- Interview and select candidates for Clinical and Administrative positions; provide onboarding and training to new members of the clinical team, and other staff and interns, as appropriate.
- Maintain compliance with County Contract expectations and report on outcome measures as outlined by the contract and IW; ensure compliance with mandatory reporting laws, incident reporting, ethical guidelines, and other compliance items as required.
- Provide performance feedback as needed and complete annual written performance evaluations to supervisees.
- Utilize the Homeless Management Information System (HMIS) to collect pertinent stats, and prepare monthly, quarterly, and biannual reports as required by the County, other funders, or IW.
- Review HMIS data entry weekly to ensure the clinical team is maintaining proper documentation.
- Prepare for and participate in audits conducted by Montgomery County and as required by other funding sources.
- Develop and maintain the IWWC budget, Community Grant Budget, Diversion Specialist budget and the Security program budget in coordination with the Director of Homeless Services.
- Approve program expenditures and monitor program budget spend down, adjusting spending as needed and approve monthly program invoices to the County.
- Code and sign billing invoices as needed.
- Serve as a member of the IW Leadership Team and attend monthly Program Director meetings.
- Participate in the biweekly Coordinated Entry System meetings regarding housing referrals and resources and join the County's Emergency Services and Outreach meeting on a monthly basis.
- Attend Intensive Teaming Meetings and other interdisciplinary meetings as needed.
- Complete payroll biweekly and monitor staff's schedule.
- Respond to all grievances and concerns in a timely manner; schedule grievance meetings with clients and provide written documentation as needed.
- Perform other related tasks and duties as assigned by the Deputy Director of Emergency Shelter.
MINIMUM QUALIFICATIONS (KNOWLEDGE, SKILLS, AND ABILITIES)
Knowledge and ability to effectively apply best practices in engaging those experiencing homelessness, including Trauma-Informed Care, Harm Reduction, and Motivational Interviewing.Flexibility and openness to working in a fast-paced program serving clients from diverse racial, cultural and socio-economic backgrounds.Available to work at least one evening per week.Knowledge of various crisis intervention techniques.Available to answer calls after hours.Excellent communication skills.Ability to work as a team member with compassion, respect and professionalism.Knowledge of issues related to homelessness and community resources.EDUCATION AND EXPERIENCE
A master's degree in social work, counseling, or a similar behavioral health field.A valid Licensed Certified Social Work - Clinical (LCSW-C) or Licensed Clinical Professional Counselor (LCPC) license is strongly preferred.A minimum of three years of post-graduate experience is strongly preferred.At least two years of experience working with individuals with acute and chronic behavioral health issues.PHYSICAL DEMANDS AND WORK ENVIRONMENT
