USP seeks a Senior Procurement Advisor consultant to conduct a comprehensive landscape analysis on existing or planned pooled procurement mechanisms, other group purchasing models, country participation in such mechanisms (current or planned), and practical limitations on implementation of such mechanisms in Africa, on a donor-funded project aimed at increasing supply and demand for quality-assured essential medical products in Africa
Roles and Responsibilities
The consultant will implement the following activities :
- Design the methodology and data collection tools for the landscape analysis
- Map continental and regional organizations involved in procurement or seeking to develop procurement models to engage in the analysis
- Perform the landscape analysis as per the agreed upon methodology
- Draft a report of the results of the exercise, with recommendations on next steps
- Validate the preliminary results with relevant stakeholders
- Prepare a final report with recommendations for the next steps
- Present progress updates to the donor as requested
- Provide additional project-related inputs as requested
Basic Qualifications
Masters degree in supply chain, pharmaceutical sciences, public health, business, international development, or a relevant fieldMinimum of ten (10) years of related experience on donor-funded international development projectsExperience in procurement of essential medical products in AfricaPreferred Qualifications
Excellent attention to detail and organizational skillsExcellent oral, written and presentation skills with ability to present to senior level executives and government representatives.Fluency in FrenchPeriod of Performance
The anticipated period of performance will be September 2025 January 2026
