Director of Engineering
The Director of Engineering reports to the Chief Operations Officer and manages, plans and directs the Greenville Water Engineering Department in order to ensure the proper implementation and administration of technical services and activities.
- S upervises, directs, and evaluates assigned staff, addressing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Prepares and administers annual division budgets; prepares budget projections and ensures project compliance with allocated funds.
- Receives and responds to inquiries, concerns and complaints from customers and the general public regarding engineering and construction / maintenance issues.
- Represents Greenville Water at local, state and regional meetings of water supply industry, legislators, regulators or others; participates in committees as appropriate.
- Plans and implements facility improvements and equipment / material purchases. Prepares and maintains water line extension agreements. Interprets and applies rules and regulations with engineers, developers, contractors, staff, customers, and the general public.
- R esearches, plans, and coordinates engineering projects; prepares plans and cost estimates; oversees bidding process; manages project budgets and schedules.
- Performs a variety of engineering design calculations, such as water main layouts, hydraulic analysis calculations, structural design, thrust restraint calculations, etc.
- Coordinates and reviews field surveys and obtains right-of-ways and permits required by Greenville Water and various government agencies.
- Coordinates and interacts with engineers, architects and developers in the expansion of all water utilities to service new residential, commercial and industrial development; administers related contracts; selects contractors; approves payments, etc.
- Develops the Capital Improvement program for Major System Expansion, large maintenance, repair and replacement projects.
- Prepares requests for proposals used to select engineering firms or contractors; prepares and submits advertisements for bids for projects; opens bids; reviews submitted bids; makes recommendations regarding bid selection.
- Reviews plans and specifications prepared by outside engineering firms; prepares plans and specifications for in-house projects.
- Inspects construction in progress for compliance with established contracts, regulations, specifications and standards of quality and safety. Reviews modifications and change order requests; prepares punch list of Greenville Water comments upon completion of work.
- Assists in obtaining DHEC, county, Department of Transportation and city permits for projects; obtains rights-of-way or property for projects by working with engineers, realtors, attorneys, and property owners. Performs other related duties as required.
MINIMUM REQUIREMENTS :
A Bachelor's Degree in civil engineering supplemented by at least ten (10) years of progressively responsible administrative and technical experience in utilities engineering is required. Must possess and maintain a valid South Carolina driver's license, registration as a Professional Engineer in the U.S. with the ability to obtain a S.C. P.E. license within one (1) year of hire and ability to obtain a SC Water Distribution Operator A license.
