Responsibilities
Provide expertise on hydropower and Federal Energy Regulatory Commission (FERC) issues and proceedings, aligning with Division surface water management goals.Provide expertise on FEMA Dam Safety and grant priorities; develop, review, and oversee hydrologic / hydraulic models, inundation maps, and Emergency Action Plans to define affected land and residences.Inspect and assess dam conditions; review permit applications and monitor permittee compliance with Dam Safety provisions.Assist with projects to meet section priorities; collect, organize, and manage data on dams.Note : This position may telework part-time (subject to annual telework agreement). Overnight travel (one or two nights, four to six times per year) is needed for long-drive dam inspections near Saint Paul.
Minimum Qualifications

Bachelor's degree in civil engineering, agricultural engineering, environmental engineering, geological engineering, hydrology, forest hydrology, geography, geology, geophysics, hydrogeology, natural resources, environmental studies, soil science, water resources management, hydraulics, environmental science, earth science, or related major.Transcript requirements : Three hydrology qualifying courses (hydrology, hydraulics, hydrogeology / groundwater hydrology, water resources engineering, hydrologic modeling, watershed management, groundwater, fluid mechanics, fluvial geomorphology) OR Two hydrology qualifying courses and two courses in geology / geomorphology / geochemistry / geography / limnology / erosion and sediment control / environmental engineering / soils.
Two years of professional experience in surface water or groundwater hydrology, soil and water resource management, water planning or regulation, or related technical / regulatory work. An advanced degree may substitute for up to one year of experience.Hydrologic / hydraulic knowledge to understand rainfall runoff and surface water flow in rivers.Strong data management and organizational skills; proficiency in software including HEC-RAS, databases, spreadsheets, and desktop publishing for compiling / analyzing / presenting hydrologic data.Effective verbal and written communication; ability to work well in a team.Preferred Qualifications
Advanced degree in related disciplines.Professional Engineer licensure or eligibility in Minnesota.Three or more years of relevant professional experience; experience with non-HEC hydraulic models; and experience observing construction / inspecting structures.Participation in the State of Minnesota Star of the North Fellowship program is a plus.Additional Requirements
