Utilities Department Manager
This position directs the operations of the Utilities Department.
Major duties include :
- Directing the operations of the department; developing plans and implementing goals and objectives; recommending and administering policies and procedures.
- Overseeing the city's electric operations, natural gas operations, and damage prevention operations.
- Developing budget recommendations and managing funds; approving purchases.
- Overseeing utility purchases on the wholesale market.
- Proactively planning for future utility capacity needs.
- Serving as the lead for the utility department and coordinating Emergency Management operations as appropriate.
- Fostering and building relationships with industry-specific organizations such as MEAG, Gas Authority of GA, GA 811, ECG, GUCC, etc.
- Analyzing the needs of the community in relation to the service provided by the department; making recommendations for changes when applicable.
- Overseeing project plans and specifications along with engineering calculations and designs.
- Attending meetings of the City Council (including Council meetings, Executive Session, and community meetings) as needed.
- Developing and implementing short- and long-range plans for the system including projects and equipment ensuring the annual five (5) year Capital Plan is updated and addresses future needs of the City.
- Overseeing the work of outside professionals, including those providing design and construction services.
- Assessing the effectiveness of department performance and making recommendations for changes in procedures or programs to improve overall performance.
- Ensuring the development of job safety procedures and training is addressed in each utility department.
- Receiving, investigating, and resolving customer, citizen, and employee concerns related to work problems and complaints; interpreting policies to subordinates, other departments, and the public.
- Overseeing, training, assigning, directing, scheduling, supervising, evaluating, and disciplining personnel.
- Responding to and coordinating departmental response to emergency situations.
- Serving as a City Manager appointed member of the Executive Team.
- Overseeing Key Account procedures.
- Performing related duties.

The supervisor reviews work through conferences, reports, and observation of department activities.
Guidelines include city ordinances, codes, and procedures; relevant state and federal regulations; design standards; and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application. This position develops department guidelines.
The work consists of varied administrative, supervisory, technical, and management duties. The variety of tasks to be managed contributes to the complexity of the work.
The purpose of this position is to supervise the city's utility operations. Successful performance helps ensure the effective and efficient operation of the department and affects the quality of life for city residents, customers, and visitors.
Contacts are typically with co-workers, vendors, suppliers, other city employees, state and local government officials, elected and appointed officials, community leaders, business leaders, contractors, customers, and the general public. Contacts are typically to exchange information, motivate persons, negotiate matters, resolve problems, and provide services.
The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light objects. The work is typically performed in an office.
This position has direct supervision over the Damage Prevention Director, Electric Director, and the Natural Gas Director.
Minimum qualifications include :
Completion of a baccalaureate degree (graduate level desired but not required) in a course of study related to the occupational field.Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division / department in order to direct and coordinate work within the division / department, usually interpreted to require three to five years of related experience.Experience in a high-performing utility market.Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated.Certification as a Professional Engineer is desired but not required.
