Purpose :
The Financial Analyst is a member of the team managing the financial resources of the Department of Education and the State Board of Education. The position is responsible for preparing budget initiatives, work programs, financial orders, and budget orders. The Financial Analyst provides in-depth and continuous analysis of departmental finances to help ensure management is kept appraised of the financial status of the department / agencies it oversees. It maintains the department's technology budget, prepares interagency invoices, maintains grant reports used in the preparation and submission of the federal funding accountability and transparency act (FFATA) reports, prepares monthly financial reports and other duties as assigned. The position provides technical assistance to program staff on budget and financial issues.
Representative Tasks
This position plays a key role in the department's financial management and planning. The role supports leadership by providing accurate revenue forecasts, budgetary information, and financial analyses to ensure informed decision-making. It assists in managing budgets and fiscal programs, prepares cost-benefit analyses to evaluate program effectiveness, and develops standardized financial reporting systems that ensure compliance with state and federal regulations. The position also works closely with executive management and team leaders to address financial and administrative challenges, supports the preparation of biennial budgets, and reviews legislative records to confirm proper funding and alignment with legislative intent.
Knowledge, Skills and Abilities :
MINIMUM QUALIFICATIONS
A Bachelor's Degree in Business Administration or closely related field and two (2) years of responsible experience in financial and budget analysis. Directly related experience may be substituted for education on a year-for-year basis.
