Work Hours : Flexible between 7 : 00 AM 7 : 00 PM and / or Saturdays (rotation or on-call schedule)
Job Overview
We are seeking a highly motivated IT Finance Manager to provide financial management leadership for a state IT organization. This role requires a self-starter with excellent communication, organizational, and critical thinking skills who can lead financial analysis, budget development, and compliance activities. The ideal candidate will bridge technical IT requirements with financial planning while managing stakeholder relationships and driving organizational excellence.
Responsibilities
Analyze IT financial conditions and develop strategic recommendations for senior leadership.
Provide financial statements including monthly budgets, summary reports, and variance analysis.
Review and approve deliverables for contract and purchase order payments.
Develop financial metrics and conduct compliance reviews aligned with regulatory requirements.
Drive standard accounting practices, reconciliations, and consistent reporting frameworks.
Ensure compliance with state statutes, administrative codes, and internal policies.
Create user guides, process documentation, and self-service resources for stakeholders.
Implement automated feedback collection and continuous improvement tracking systems.
Lead cross-functional implementation projects and manage stakeholder relationships.
Complete daily reporting activities and perform other duties as assigned.
Required Experience
5 7 years of financial management experience , including managing teams responsible for economic analysis, planning, cost analysis, and financial statements.
Experience with statewide financial management systems.
Experience with state legislative budget processes and documentation requirements.
Proven track record leading cross-functional projects, managing stakeholder relationships, and driving organizational change.
Education
Bachelor's degree in Computer Science, Finance, Business Administration, or related field.
Key Knowledge & Skills
Deep understanding of financial management principles in IT environments.
Expertise in IT budgeting, cost accounting, financial planning, and forecasting methodologies.
Knowledge of government procurement regulations and compliance requirements.
Understanding of IT infrastructure costs, licensing models, and technology lifecycle management.
Proficiency in financial analysis techniques including cost-benefit analysis and ROI calculations.
Strong budget development, variance analysis, and monitoring capabilities.
Experience with IT service management and operational cost structures.
Advanced financial modeling, dashboard creation, and reporting skills.
Ability to communicate complex financial concepts to technical and non-technical audiences.
Strategic thinking for long-term IT financial planning while managing daily operations.
Strong leadership, team coordination, and performance management abilities.
