Connsci is seeking a Program Manager to lead a new high-visibility initiative for one of our federal customers. This high-visibility role will serve a s the point of contact for contract performance and will oversee transition-in / out, program management, reporting, subcontracting achievement analysis, outreach, Mentor-Protégé Program support, and IT / security compliance activities.
The Program Manager must combine federal program management expertise , Agile leadership, and knowledge of DoD acquisition and small business policies to ensure the mission is executed with excellence.
Responsibilities
- Serve as the primary liaison with the COR, Contracting Officer, and agency leadership, ensuring proactive and responsive communication.
- Lead all contract activities, including Transition-In Plan / Transition-Out Plan, the Quality Control Plan, and recurring deliverables such as monthly progress reports, subcontracting achievement reports, and outreach recommendations.
- Direct and supervise a multidisciplinary support team, ensuring work products meet quality, timeliness, and compliance standards.
- Apply an Agile Program Management framework for oversight and reporting, emphasizing iterative planning, regular reviews with leadership, and continuous improvement.
- Ensure compliance with DHA and DoD IT / security requirements, including CAC / SAAR processes, CUI handling, and DoD 8570 / 8140 training and certifications.
- Monitor staffing and workforce management, ensuring stability and compliance with the Staffing Plan and addressing any vacancies within required timelines.
- Maintain risk registers, implement corrective and preventive action (CAPA) processes, and provide transparency through structured reporting.
- Ensure all activities align with agency mission of maximizing small business participation in agency acquisitions.
Basic Qualifications
Bachelor's degree in Business , Management, IT, or related fieldAt least 10 years of program / project management experience, including at least 5 years managing federal contractsAt least 5 years of experience leading Agile program management frameworks in a federal environmentAt least 3 years of experience with DoD or DHA acquisition processes, subcontracting programs, or small business policyAt least 3 years of e xperience managing cross-functional teams with responsibility for reporting, data analysis, communications, and IT / securityAbility to obtain a Public Trust clearance; CAC eligibility requiredPreferred Qualifications
