The Emergency Disaster Services (EDS) Operations Manager strengthens The Salvation Army's disaster response capacity by overseeing key operational areas including volunteer lifecycle management, training, equipment readiness, and data reporting. This role supports divisional response efforts by coordinating resources and volunteers, maintaining critical databases, and representing EDS in collaborative planning with external agencies. The EDS Operations Manager also assists in divisional emergency planning and must be available for travel and deployment to aid communities in crisis.

Essential Functions

• Disaster Response Support (15%) : Support the Emergency Disaster Service (EDS) department across the Division by managing resources, equipment, and volunteers for effective disaster response operations. Respond to emergency requests from local fire departments, police, and EMS at all hours.
• Collaboration with Agencies (15%) : Work with FEMA, county / state emergency management, and Volunteer Organizations Active in Disaster (VOAD). Represent EDS at local meetings and neighborhood disaster planning sessions.
• EDS Volunteer Management and Engagement (15%) : Oversee the full lifecycle of EDS volunteers, from application and background checks through training, credentialing, and ongoing participation. Maintain accurate database records, manage scheduling, and generate reports to support program operations. Provide ongoing support and development opportunities for volunteers, coordinating with Volunteer Services as needed.
• Volunteer and Staff Training (15%) : Plan, schedule, and deliver EDS-specific training to volunteers and staff, both in-person and virtually, to ensure readiness for disaster response.
• Data Reporting and Communication (10%) : Compile response statistics and prepare reports for local and Territorial Headquarters. Provide updates and secure support from THQ EDS as needed.
• Equipment and Database Management (10%) : Maintain the database for disaster equipment, including canteens, kitchens, and generators, ensuring all resources are accounted for and operational.
• Travel and Emergency Availability (10%) : Attend meetings, events, and disaster responses, often requiring travel and availability outside normal working hours, including weekends and holidays.
• Divisional Emergency Planning (10%) : Assist the EDS Director with the Divisional Emergency Plan, incorporating best practices and trends in disaster services and operations.
