Job Summary :
Sacramento County is seeking a journey-level Business Analyst to support the Community Development Agency in re-engineering process workflows to improve efficiency and public service delivery. The analyst will collaborate with subject matter experts and developers to gather requirements, document processes, and support the implementation of features in the County?s permitting application, Accela.
Key Responsibilities :
- Elicit, develop, and document project requirements and technical specifications.
- Analyze and organize requirements for clarity and actionable insights.
- Create meeting minutes, action items, and next steps.
- Collaborate with developers throughout the development lifecycle.
- Develop software test plans and user guides.
- Conduct quality assurance testing to ensure system reliability and compliance.
- Train users on new and existing software systems.
- Contribute to project documentation including proposals, schedules, change requests, and closure reports.

Experience with Accela or working with an Accela development team / vendor.Background in Community Development organizations, especially in areas like permitting, inspections, and planning.
