Job Summary :

This position is responsible for all duties related to the daily oversight and supervision of Cornerstone’s Civil and Criminal Justice Intervention (CCJI) programming. The CCJI Supervisor will provide leadership to assure CCJI staff provide a comprehensive trauma-informed and survivor-centered service including advocacy, support, information and referral to victims / survivors. This leadership role includes on-going program service efficacy in the promotion of successful and innovative services, as well as consistent supervision and support to Cornerstone’s CCJI team. The CCJI Supervisor will work with local law enforcement, prosecutors, probation officers, and judges to meet the needs of all victims / survivors who are seeking civil remedies to enhance safety or are involved in the criminal justice process as it relates to domestic and sexual violence, and trafficking. This position will also provide direct services through legal advocacy in criminal matters to victims of domestic abuse, sexual assault and trafficking in a knowledgeable, empathetic manner.

Experience / Qualifications :

  • Excellent written communication skills.
  • Advanced interpersonal communication skills with enthusiasm for learning and sharing information; ability to work with staff and participants in a friendly, cooperative, and professional manner.
  • Proficiency in employee supervision and team building.
  • Comprehensive understanding of the human services delivery system including community resources, organizations, and services with an emphasis on serving diverse, marginalized and / or underrepresented communities.
  • Leadership and ability in assessing, problem solving, deescalating, and communicating in a calm, trauma informed way with participants in crisis.
  • Experience in developing and providing staff / volunteer / intern trainings both individually and in a group setting.
  • Knowledge and aptitude of Microsoft Office, and other related forms of technology.
  • Must be a trained and supervised "sexual assault counselor" in continual compliance with MN §595.02(k) or willing to complete sexual assault counselor training and maintain status.
  • Ability to work independently and to make decisions under pressure.
  • Ability to work in a programmatic leadership team setting to formulate innovative and high impact services.
  • Candidates who are bilingual in English and one of the prevalent languages in our service delivery area (i.e. Spanish, Somali, Hmong) strongly encouraged to apply.
  • Valid driver’s license, reliable vehicle and maintained automobile insurance.
  • Education :

    Minimum of bachelor’s degree in social work, criminal justice, or equivalent experience in an advocacy services field; minimum of 5 years of experience providing direct services and support to individuals in crisis within the criminal justice system; and a minimum of 2 years of experience providing leadership and staff supervision in an environment that is responsive to individuals who have experienced trauma. Knowledge and experience in working with diverse, marginalized, and underrepresented communities, and anti-oppression work.

    Essential Duties and responsibilities :

    Staff Supervision, Coaching, Mentoring and Human Resources (50%)

  • Provides ongoing supervision, training and onboarding, and mentoring of staff, volunteers, and interns, with an emphasis on the civil and criminal justice system, general crime victimization issues and services available to victims / survivors.
  • Oversees advocates’ work with participants throughout Criminal and Civil Justice process-maintaining staff accountability for all service implementation, including legal advocacy, education, and support services to individuals referred into the CCJI program.
  • Provides oversight to scheduling and coverage issues within partner cities.
  • Creates and maintains resource, referral, and training materials to keep CCJI staff current with all information needed to perform their jobs effectively.
  • Solicits staff input into improvement for overall program functions.
  • Ensure that all staff, volunteers, and interns employ best practices related to data privacy and confidentiality.
  • Maintains accurate employee records including timesheet review, supervision / coaching sessions, schedules and other related duties as assigned by supervisor.
  • Work closely with CCJI Manager and HR on employee issues and concerns.
  • Leadership and Oversight (20%) :

  • In partnership with the CCJI Manager, provide leadership and oversight of the daily operations of CCJI services.
  • Maintain knowledge of current statewide and local trends in service delivery of criminal and civil justice intervention services to develop strategies and programming to meet the changing needs of participants.
  • Ensure that CCJI staff models Day One best practices in referrals, updating and relationships.
  • Provide leadership and role modeling in providing professional, confidential and trauma informed responses and services for participants in CCJI programing.
  • Ensures the CCJI staff maintain professional demeanor while generating public awareness and trauma-informed, survivor centered services for victims of crime.
  • Proactively work with all leadership positions to coach, guide, and / or advise advocates on how they can directly address individual participants’ needs, concerns, resources, and potential crises.
  • Work to create and sustain strong internal team environment within the program and across programs that creates streamlined trauma informed and survivor-centered internal referrals and resources for participants.
  • In partnership with the CCJI Manager, oversee the creation and maintenance of resources, referrals, and training manuals to keep CCJI advocates current with all information needed to perform their jobs effectively.
  • Oversee and strengthen relationships with other organizations providing co-advocacy services for participants.
  • Provide leadership and mentorship in maintaining accountability of high-quality services and decision making, including oversight of proper documentation for services.
  • Work in collaboration with development in the grant writing / reporting process.
  • Assist with developing trainings and presenting for community partners and community requests.
  • Other responsibilities as deemed necessary by supervisor to support and enhance the CCJI program and the organization.
  • Direct Services (30%)

    Civil

  • Assist victims / survivors in writing Orders for Protection / Harassment Restraining Orders including modifications, extensions, dismissals, and subsequent orders.
  • Prepare victims / survivors for what to expect at civil court hearings and assist with communicating with court personnel.
  • Serve as an advocate for victims / survivors in civil court proceedings such as Orders for Protection and Harassment Restraining Order hearings.
  • Train and support other staff at Cornerstone in the writing of Orders for Protection / Harassment Restraining Orders.
  • Criminal

  • Serve as an advocate for victim / survivors through the criminal justice process.
  • Function as a liaison between the victim / survivor and the criminal justice system
  • Make daily intervention calls to victims / survivors upon receiving police reports to provide safety planning, education about the criminal court process and their crime victim rights, and make referrals.
  • Provide all relevant information to victims / survivors to facilitate their involvement in every court appearance.
  • Attend criminal court to provide victim input to city prosecutors.
  • Notify victim / survivors of court orders / appearances / case status.
  • Consult with members of the legal / criminal justice system and advocate for the protection of the victim / survivors and accountability of offenders within the court / criminal justice system.
  • Administrative Responsibilities

  • Clear understanding of CAS Employee Handbook i.e. policies, procedures / guidelines.
  • Assure data entry is completed accurately as assigned.
  • Complete accurate statistical reports as assigned.
  • Assist in developing and reporting of program outcomes and strategic action plans.
  • Support the grant writing process, i.e. research, information gathering, etc.
  • Review and authorize timesheet and purchase orders.
  • Contribute to budget development and expense control as assigned.

    Language Skills :   Excellent written and verbal communication skills.  Ability to read, analyze, and interpret common social science literature and journals, financial reports, and funding contracts.  Ability to respond to common inquiries or complaints from participants, community partners, regulatory agencies, or members of the business community.  Ability to effectively present information to top management, public groups, and / or boards of directors.
