The Global Recruiting Manager is a new role within the People & Culture team and will be responsible for building Rand Technology’s first formal global recruiting function. This position will design and implement the systems, structure, and processes needed to support a growing global organization.
The ideal candidate is a hands-on recruiting professional with global experience who can manage the full recruitment lifecycle — posting positions, sourcing candidates, coordinating interviews, and managing offers — while also developing the tools, metrics, and governance required to scale talent acquisition across multiple regions.
This role will partner closely with the Global Director of People & Culture and collaborate with other team members to ensure alignment between recruiting operations, workforce planning, and Rand’s global business objectives.
Essential Functions
Full-Cycle Recruiting Execution
- Manage the end-to-end recruiting process for roles across North America, EMEA, and APAC.
- Partner with hiring managers to define job requirements, ideal candidate profiles, and interview strategies.
- Post job openings, source candidates through multiple channels, and manage candidate pipelines.
- Screen and interview candidates to ensure alignment with Rand’s culture, values, and role requirements.
- Coordinate interviews, gather feedback, and drive timely hiring decisions.
- Prepare, extend, and negotiate offers while ensuring compliance and internal consistency across regions.
Building the Global Recruiting Function
Establish and document standardized recruiting processes, templates, and best practices for global consistency.Develop a centralized recruitment dashboard to track key metrics such as time-to-fill, cost-per-hire, and quality-of-hire.Build and manage relationships with external recruiting agencies, ensuring efficiency and governance.Implement scalable systems (ATS, tracking tools, dashboards) and integrate them with existing HR operations.Partner with regional People & Culture Team to align recruiting data, activities and processes globally.Strategic Partnership and Collaboration
Collaborate with the People & Culture initiatives.Partner with Sales, Sourcing, Operations, and Finance leaders to forecast and prioritize workforce needs.Provide recruiting insights and reporting to support strategic workforce planning.Support initiatives to strengthen Rand’s employer brand and enhance the candidate experience globally.Core Competencies
Proven success designing and implementing scalable recruiting systems, processes, and analytics.Excellent communication and interpersonal skills, with the ability to influence and collaborate effectively across regions, functions, and levels.Hands-on, proactive, and comfortable managing both day-to-day recruiting operations and strategic initiatives.Excels in a fast-paced, evolving environment; demonstrates adaptability, resilience, and accountability to achieve results.Bachelor’s degree required in Human Resources, Business Administration, or a related field7+ years of recruiting experience with international exposure across North America, EMEA, and APAC.Track record of building or enhancing recruiting functions within multinational or high-growth organizations.Strong understanding of global hiring practices, labor compliance, and market dynamics.Proficient in applicant tracking systems, sourcing tools, and recruiting analytics : experience with Paylocity preferred.Proficient in Microsoft Office SuitePIdc6272d94b77-25405-38883395
