MOS Code : 0399 (Marine Corps), 3537 (Marine Corps)
Education and Experience : Bachelor's Degree or higher and four (4) years of transit operations experience, including three (3) years in a supervisory capacity; or an Associate's Degree in Business or Public Administration or a related field or higher, and eight (8) years of transit operations experience, including three (3) years in a supervisory capacity.
Licenses and Certificates : Valid Texas Class "C" Driver's License or equivalent from another state. Texas Class "B" Driver's License (CDL) or equivalent from another state within six (6) months of appointment. Positions assigned to streetcar operations will be required to obtain a rail certification within sixty (60) days of appointment.
Special Requirements : Positions requiring a CDL or positions that are safety sensitive are subject to drug and alcohol testing in accordance with federal regulations.
General Purpose
Under direction, assist in planning, coordinating, and supervising transit fixed-route, streetcar operations, or paratransit operations to ensure timely, efficient, and safe customer service.
Typical Duties
Plans, organizes, coordinates, and directs transit fixed-route, streetcar, and paratransit operations through subordinate Transit Superintendents and strategic leads to ensure timely, efficient, safe, and customer-focused service delivery. Involves : Providing high-level guidance to subordinate supervisors in scheduling, route coverage, operational planning, and emergency response. Ensure service compliance with local, state, and federal safety regulations, including FTA and ADA requirements. Oversee policy development for transit operations, initiate and implement service improvement strategies, and ensure ongoing alignment with departmental goals and citywide transportation initiatives.
Oversight of daily transit operations across all modes. Involves : Analyzing system performance, customer complaints, safety data, and staffing levels to proactively resolve service disruptions or inefficiencies. Meet regularly with Transit Superintendents and route supervisors to address operational issues, such as road closures, operator shortages, special assignments, or weather-related service changes. Develop operational protocols for handling serious incidents or accidents and ensure that complaint investigations and reports are completed in a timely and thorough manner. Respond directly to inquiries and complaints from public officials, employees, and the general public, including individuals who may be irate. Represent the City in administrative hearings and forums, including public meetings, regulatory audits, or regional coordination sessions.
Administer operational budgets. Involves : Tracking and controlling overtime and operating expenses, and identifying cost-reduction opportunities. Prepare budget forecasts, performance dashboards, and key performance indicator (KPI) reports for executive review. Lead department-wide initiatives related to fleet modernization, route redesign, and service equity.
Supervise assigned management personnel. Involves : Directly overseeing Transit Superintendents and other operational leaders; assigning, scheduling, and monitoring their work. Appraise performance, provide coaching and mentorship, and oversee subordinate supervisors' evaluations. Develop and administer training and leadership development programs. Lead disciplinary actions, investigate grievances, and collaborate with HR on complex employee relations issues. Interview and recommend hiring, termination, promotion, or other status changes. Monitor equitable distribution of overtime, observe safe work practices, and ensure compliance with City personnel rules and safety policies. Maintain accountability for employee certification and licensing, including commercial driving and rail certification, where applicable.
Perform related executive and administrative duties as required. Involves : Lead transit emergency operations and service continuity planning. Respond on-site to major incidents or emergencies to ensure proper coordination, investigation, and communication. Serve as the department's representative in meetings with internal leadership, labor unions, external agencies, and citizen advisory boards. Coordinate with the Safety, Maintenance, and Planning teams on system-wide initiatives, audits, and special projects.
