The State of Connecticut, Department of Energy and Environmental Protection (DEEP) is currently looking for an Environmental Analyst 2 to work within the Emergency Response and Spill Prevention Division located in Windsor, CT.

POSITION HIGHLIGHTS

  • This position is full-time, following a first shift schedule, 35 hours per week, Monday - Friday, and between the hours of 7 : 30 AM - 3 : 00 PM with the opportunity for telework.
  • This position requires lifting up to 50 lbs for short periods of time, traversing steep terrain and maneuvering through difficult to access areas.

  • YOUR ROLE

    This Environmental Analyst 2 position helps fulfill the critical mission of the protection of public health and safety through responsibilities including performing expedited environmental site assessments, performing environmental data collection, and analyzing field and laboratory data. Duties of this position may include, but are not limited to :

  • Conducting on-site environmental assessments and inspections;
  • Coordinating field activities of other staff and contractors;
  • Conducting sampling of water, soil, air and hazardous substances;
  • Operating analytical equipment, meters, and sampling equipment;
  • Operating Unmanned Aircraft Systems (UAS), also referred to as drones, under an FAA Part 107 certification (Please note : The selected candidate will receive on the job training and be expected to obtain their FAA Part 107 certification within one year of the date of hire);
  • Independently preparing reports and correspondence;
  • Independently reviewing analytical results of environmental samples or other data;
  • Reviewing or preparing site maps, graphs and plans, using Geographic Information Systems (GIS), spreadsheets, pivot charts, and other software applications;
  • Developing or reviewing work plans that assess and recommend environmental remedial actions;
  • Reviewing interagency coordination planning platforms related to oil and chemical inventory management and oil and chemical releases;
  • Implementing environmental regulatory programs;
  • Coordinating with others within the agency and with local, regional, state, and federal environmental partner agencies;
  • Following written standard operating procedures (SOPs) and adhering to health and safety requirements; and
  • Performing related duties as required.

    The Site Assessment & Technical Services Unit has diverse responsibilities including :

  • Providing field support for emergency responses and other agency priorities, such as contaminated site investigations, chemical analyses of samples, open water spill response and mapping;
  • Operating direct-push drill rigs for the purpose of conducting subsurface environmental site assessments;
  • Collecting environmental samples in a variety of media including air, soil, groundwater, and surface water;
  • Operating UAS for site mapping, reconnaissance, and emergency responses;
  • Overseeing spill response mitigation measures taken to clean up spills / releases chemical and petroleum releases;
  • Conducting site inspections and facility audits; and
  • Preparing written technical summaries and reports and interpreting environmental data.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Department of Energy and Environmental Protection this class is accountable for independently performing a full range of tasks in the technical review and analysis of environmental program data and issues within the environmental field, developing recommendations on courses of action and assisting with the implementation of policy and program decisions.

    In other state agencies this class is accountable for independently performing a full range of tasks in the technical review and analysis of environmental program data and issues, developing recommendations for courses of action and assisting with the implementation of policy and program decisions.

    EXAMPLES OF DUTIES

  • Assists in development of departmental, statewide or local environment and / or emergency response plans and programs;
  • Researches, collects and analyzes resources, data and educational materials;
  • Reviews and analyzes proposed projects for consistency with policies and statutes and assesses environmental impact;
  • Conducts site investigations;
  • Prepares environmental impact statements and recommends corrective actions and alternatives;
  • Analyzes existing state policies, statutes, plans and regulatory programs and reviews pending legislation for environmental impact;
  • Coordinates database maintenance and disseminates information;
  • Assists in drafting new regulations, statutes, guidelines and other written materials;
  • Assists in formulating policy options;
  • Provides technical consultation to local, regional, state, federal officials and the public;
  • Coordinates federal grant-in-aid programs and prepares related paperwork;
  • Recommends enforcement actions and prepares reports;
  • Reviews and makes recommendations on environmental permit requests;
  • May prepare publications and guidelines on environmental protection, natural resources education and economic development issues;
  • May develop and implement environmental and leisure service education programs;
  • May testify at public hearings;
  • May prepare enforcement actions;
  • May serve as a legislative liaison;
  • May serve as department representative on various regulatory and advisory boards and committees;
  • Performs related duties as required.
  • KNOWLEDGE, SKILL AND ABILITY

  • Knowledge of principles and practices in fields relative to environmental protection;
  • Knowledge of environmental and policy analysis;
  • Knowledge of local, state and federal laws, statutes, regulations and policies pertaining to environmental protection;
  • Knowledge of environmental program planning principles and practices;
  • Knowledge of statistics;
  • Skills in interpersonal, oral and written communication;
  • Ability to understand and interpret legislation and technical data;
  • Ability to utilize computer software.
  • MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Six (6) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in a scientific or technical discipline related to the environmental field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half year of experience to a maximum of four years for a Bachelor's degree.
  • A Master's degree in a scientific or technical discipline related to the environmental field may be substituted for five years of the General Experience.
  • NOTE : Education may only be substituted for a total of five years.
  • For state employees one year of experience as an Environmental Analyst 1 may be substituted for the General Experience.
  • PREFERRED QUALIFICATIONS

  • Experience planning and conducting environmental site investigations involving the collection of soil and water samples while adhering to health and safety requirements and environmental sampling standard operating procedures;
  • Experience developing conceptual site models related to contaminant fate and transport;
  • Experience operating and maintaining analytical equipment, meters, and sampling equipment;
  • Experience independently preparing written reports on the environmental conditions of contaminated properties;
  • Experience communicating environmental impacts and health risks to stakeholders, including the public, using graphics, charts, or dashboards;
  • Experience with various computer software including Microsoft Office 365, GIS, and pivot charts, graphs and presentations; and
  • Experience in prioritizing and tracking projects to meet deadlines.
  • SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's license.
  • WORKING CONDITIONS

    Incumbents in this class may be exposed to some danger of injury or physical harm from on-site environments and a moderate degree of discomfort from exposure to year-round weather conditions.
