This position exists to direct and administer the statewide development, implementation, and monitoring of assessment and sex offense specific services for DYS committed juveniles. Duties include statewide policy development, operating plans, staffing patterns, and budget management including contracts, personnel, and operations. Currently, over 100 behavioral health and assessment services professionals and medical staff, including additional contract psychiatry, mental health, dental, and physicians, are directly impacted by decisions made by the Director of Assessment Services & Sex Offense Specific Services. This position determines the scope of services to be provided to assessment and Sex Offense Specific youth, interprets and formulates relevant standards, establishes appropriate policies, writes RFP's, negotiates contracts / agreements, supervises staff who provide support and / or technical assistance and training to the division in the areas of assessment & SOS services, provides an interpretation of legislation, policy analysis, and fiscal note impact to clinical areas, testifies on bills if necessary, and represents the agency on cross-system collaborative boards, committees and meetings. Serves as the DYS lead on legislative issues such as the standards of assessment, and treatment and quality of services for youth per the Sex Offender Management Board (SOMB).

Oversight of Assessment & Sex Offense Specific Programming & Policy / Administration

• 3rd Level Supervise 1.0 FTE in the oversight of assessment services in 4 regions throughout DYS.
• Supervise 1.0 FTE in the oversight of legal specialist services in 4 regions throughout DYS.
• Supervise (second-level) 3.0 FTE in the administration of assessment services Supervise 1.0 FTE in oversight of assessment services & Sex Offense Specific administrative and support functions.
• Provide guidance and direction to all employees in assessment related to the vision, practices, and operation of such services throughout the organization.
• Identify and promulgate evidence-based practices in the field of assessment & sex offense-specific services throughout DYS.
• Take leadership in the oversight and management of the implementation of the Sanctuary model for assessment services statewide.
• Collaborate and coordinate with facility operations staff to ensure services are integrated throughout the Division's facilities and the central office structure.
• Collaborate with facility operations staff to develop and sustain trauma-responsive assessment services for DYS staff in facilities and work with regional operations staff to do the same for regional office staff.
• Represent assessment & sex offense-specific perspectives on the Division's Leadership Team.
• Provide leadership and guidance to the Behavioral Health Management Team in the areas of specialty & oversight.
• Monitor compliance with any relevant assessment standards and / or policy.
• Formulate the organizational structure, staffing patterns, qualifications, training needs, and scope of work for over 22 assessment services positions.
• Lead for any Office of the State Auditor audits related to assessment or sex offense-specific services.
