Civil Rights Investigator / Deputy Title IX Coordinator

Position Summary

Full-time position under the Management Personnel Plan (MPP) available on or after December 1, 2025 for Equity Programs and Compliance. The Civil Rights Investigator is responsible for conducting prompt, thorough, and impartial investigations into allegations of sexual misconduct, gender-based discrimination, harassment, retaliation, and other civil rights violations under Title IX, Title VI, Title VII, and CSU Executive Orders. This role involves developing investigative plans, interviewing parties and witnesses, collecting and analyzing evidence, and preparing clear, well-documented reports with factual findings—all while ensuring due process and supporting a safe, equitable campus environment. The position also collaborates with campus partners to coordinate supportive measures, assists with intake and informal resolution processes, and helps prepare cases for hearings. The Investigator applies a trauma-informed and equity-minded approach and works closely with the Title IX Coordinator and other stakeholders to ensure compliance with applicable laws and University policies.

• Job Duties
• Conduct prompt, equitable, and impartial investigations into complaints of sexual harassment, sexual assault, dating / domestic violence, stalking, and discrimination or harassment based on sex, gender identity, race, disability, or other protected categories.
• Develop and implement comprehensive investigative plans, including identifying witnesses, drafting interview questions, and collecting relevant documentation and evidence.
• Interview complainants, respondents, and witnesses using a trauma-informed and neutral approach.
• Analyze evidence and apply relevant University policies and CSU Executive Orders to make factual findings and determine policy violations.
• Prepare clear, well-documented investigation reports that outline the evidence, analysis, and factual determinations.
• Maintain accurate and complete records throughout the investigative process in compliance with applicable laws and institutional standards.
• Facilitate informal resolution processes when appropriate and exercise sound judgment in determining appropriate resolution pathways.
• Support or lead other institutional investigation processes as assigned.
• Provide investigation assistance to Human Resources, or conduct investigations relating to other CSU policies as needed.
• Collaborate and consult with leadership regularly to monitor and manage complaints of sexual misconduct, sexual harassment, gender-related violence including stalking and intimate partner violence, and protected class discrimination and harassment and related retaliation to ensure an efficient and effective response to reports and complaints.
• In collaboration with leadership, identify potential supportive measures for the parties involved in the investigation process.
• Provide information to students, employees and others regarding the CSU Policy Prohibiting Discrimination, Harassment, Retaliation, Sexual Misconduct, Dating and Domestic Violence, and Stalking, CSU Nondiscrimination Policy.
• Develop materials to improve transparency and efficiency related to the Title IX process.
• Develop and maintain relationships and clear lines of communication with campus and community partners.
• Collaborate with on and off campus resources including law enforcement and victim services in resolving complaints and work with leadership and other campus partners to ensure that the University\'s processes, responses, and policies are consistent with federal and state laws and regulations.
• Remain knowledgeable of federal and state laws and regulations, and trends within higher education related to sexual misconduct, harassment, and other discriminatory practices.
• As needed, assist in creating and facilitating training / presentations to students, student groups, staff, and faculty regarding the CSU Nondiscrimination Policy, best practices related to the investigation process, and other related presentations and trainings.
• Provide resource referrals to students, faculty, and staff involved in investigations.
• Actively foster and maintain a climate that is supportive of students and respectful of difference.
• Cultivate relationships with campus stakeholders (e.g., faculty, students, and staff).
• Continuously identify and integrate best practices in the investigation arena into knowledge base and practice.
• Stay abreast of current movements in the field of investigations by participating in conferences, workshops, etc.
• Build relationships with colleagues at peer institutions; review current literature and research; participate in local, regional and / or national professional associations and organizations.
• Serve on appropriate committees or workgroups as assigned.
• Perform other duties as assigned.
• Minimum Qualifications
• Education : Bachelor's degree in business administration, public policy, criminal justice, public administration or related field.
• Experience : Two years experience conducting impartial and thorough discrimination and / or retaliation investigations in the employment or higher education context, preparing detailed investigation reports; and working knowledge of Title IX and its implementing regulations.
• Preferred Qualifications
• Advanced degree in public administration, public health, behavioral science, legal field or similar or Juris Doctorate.
• Three or more years of experience conducting civil rights investigations in a higher education environment.
• Three or more years of experience conducting Title IX, Title VII, and / or Student Conduct investigations.
• Completion of Title IX Investigator training.
• Demonstrated knowledge of Title IX, California employment and anti-discrimination laws.
• Familiarity with CSU policies related to workplace complaints and / or investigations.

• Strong ability to apply standard theories, principles, and practices to develop sound conclusions and recommendations.

• Occasional evening and weekend work may be required.

• Salary Range
• Anticipated salary will be $7,500 – $10,000 per month, plus excellent paid benefits. Salary will depend on the qualifications of the successful finalist.
