Join PEMCCO as a Safety & Security Certification Manager, where youll lead system safety, security, and certification efforts across our Program Management Office. In this role, youll ensure that all program elements, from planning and design to construction, testing, and commissioning, meet FTA Safety and Security Management Plan requirements and industry standards. Collaborating with engineers, contractors, and agency representatives, your work will guarantee that every system and facility achieves full operational safety certification, keeping communities protected and projects ready for service.

Essential Functions
- Develop, maintain, and execute the Program Safety and Security Certification Plan (SSCP) in alignment with FTA guidance and agency directives.
- Manage hazard-identification, tracking, and resolution processes using FTA-compliant hazard logs and safety-risk matrices.
- Review design drawings, construction submittals, and test procedures for safety and security compliance.
- Conduct Safety and Security Readiness Reviews (SSRRs) and coordinate final certification sign-offs.
- Facilitate coordination between design, construction, operations, and emergency-management personnel to ensure system integration.
- Prepare and deliver safety-certification documentation and final reports for agency approval.
- Maintain accurate records of all safety-related activities, audits, and corrective-action follow-ups.
- Lead safety briefings, training sessions, and safety-culture initiatives across PMO and contractor teams.
Competencies
System Safety Mastery : Expert understanding of FTA, APTA, and NFPA 130 safety and certification standards.Risk Management : Skilled in hazard analysis, fault-tree analysis (FTA), and system safety assessments.Analytical & Reporting Skills : Strong command of quantitative risk evaluation and data visualization.Communication : Capable of translating technical safety findings into clear recommendations for management and stakeholders.Collaboration : Works effectively with multidisciplinary teams across design, construction, and operations.Regulatory Fluency : Knowledge of 49 CFR 674 (State Safety Oversight), OSHA 29 CFR 1910 / 1926, and security directives.Leadership : Promotes a proactive, prevention-first safety culture and compliance excellence.Required Qualifications
Bachelors degree in Safety Engineering, Systems Engineering, or related discipline.Minimum of ten (10) years of progressive experience in safety and security management on transit or rail infrastructure projects.Demonstrated experience developing or implementing System Safety Program Plans (SSPP) or Security Certification Plans.Certification : Certified Safety Professional (CSP) or Transit Safety and Security Program (TSSP) certification required.Preferred Qualifications
Masters degree in Engineering, Occupational Safety, or Risk Management.Professional Engineer (PE) or Certified Industrial Hygienist (CIH) credential.Experience with Safety and Security Certification programs for FTA, FRA, or DoD transportation systems.Familiarity with ISO 45001 and emergency-preparedness training coordination.Benefits
