Job Posting Expiration : 10 / 31 / 25 Salary Range : $59,232.75 - $73,164.67 Hiring Department : Department of Aviation Purpose of Job The purpose of this job is to ensure that the airfield remains in compliance with Federal and City Regulations while airfield operations are carried out safely and efficiently. Essential Duties and Responsibilities The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Enforces City codes, Federal Regulations and division SOP’s.
  • FAR Part 139.303 Personnel o Attend and participate in classroom training. o Complete and pass required quarterly training. o Complete and pass required monthly training. o Conduct classroom training as needed
  • FAR Part 139.327 Self-Inspection Program o Participates in the airfield Self-Inspection program for the Airport, which ensures compliance with established Federal Aviation Administration (FAA) and City policies and regulations o Inspects runways, taxiways and ramps for proper and safe operations and initiates any necessary corrective actions. o Completes records of inspections as required by the FAA.
  • FAR Part 139.339 Airport Condition Reporting o Issue NOTAMs for non-compliance or unusual conditions on the airport. o Assist in closing of runways by deploying Lighted Runway Closure Markers. o Update and manage airfield closure data within Aerobahn.
  • FAR Part 139.329 Pedestrian and Ground Vehicles o Actively monitor the Aircraft Movement Area (AMA) for unauthorized pedestrians or vehicles. o Conduct AMA spot checks for badge expiration dates. o Conduct AMA training course. o Provides escorts within the AMA for operators not authorized for un-escorted access.
  • FAR Part 139.325 Airport Emergency Plan o Participates in response activities for aircraft emergencies, hazmat spills, bomb threats / hijackings, the removal of disabled aircraft and other related emergencies in accordance with the Airport Emergency Plan. o Create detailed incident reports.
  • FAR Part 139 Subpart E – Airport Safety Management System o Participates in the Airport’s Safety Management System and Airport Safety Standards Programs by conducting safety inspections of the Central Passenger Terminal Complex o Enforces City Regulations via the issuance of Notice of Violations. o Coordinates safety procedures, investigates injuries, prepares reports and processes associated paperwork. o Participates in the Airport’s FOD program. Actively monitors ramps and throat areas for potential FOD. Remove and track FOD daily.
  • AC 150 / 5370-2 - Operational Safety on Airports during Construction o Inspects and monitors airfield construction activity to ensure finished product is in compliance with applicable Advisory Circulars. o Inspects airfield construction activity to ensure compliance with the Construction Safety and Phasing Plan
  • FAR Part 139.313 Snow and Ice Control o Carries out duties of the Snow and Ice Control Plan. o Duties include airfield assessments and escort duties.
  • FAR Part 139.337 Wildlife Hazard Management o Carries out duties in the Airport’s Wildlife Hazard Management Plan. o Actively monitor airfield for wildlife activity, utilize mitigation techniques, and accurately record activities and observations. o Work directly with Wildlife Biologist on projects when able.
  • Monitor, track, coordinate and record aircraft utilizing the common use parking areas and cargo bays. Planning and Organizing
  • Assists with planning and presenting on-the-job, classroom and team training opportunities.
  • Assists division leadership with developing budgets, business plans, standard operating procedures, and compiling various forms of data.
  • Responds to all airfield emergencies and assists within the Airport’s Incident Command Structure. Provide escorts for responders that may need access to the movement area. Communication
  • Communicate regularly with FAA Air Traffic Control Tower via VHF radios.
  • Communicate regularly with Airport Communications (C4) and Airfield Facilities Maintenance via 800mhz City radios.
  • Communicate with tenants via phone, email or Notices to Airmen system, to advise users of changes to published airfield conditions and changes to airfield status.
  • Monitors weather conditions that may impact operations and monitors aircraft departure queues, ensuring compliance with the Tarmac Delay Program.
  • Ensures Shift Supervisor is kept apprised of significant events occurring during the shift.
  • Plans and facilitates tenant meetings.
  • Communicates effectively and exchanges information in a professional and positive manner with customers, tenants, airport employees and other staff members. Administrative Duties
  • Prepares daily reports, logs and forms.
  • Monitors supplies and equipment and keeps appropriate staff apprised of needs.
  • Attends airport safety-related meetings and seminars as necessary.
  • Keeps abreast of all FAA, state, local and DOA regulations, safety and compliance requirements. Record Keeping and Documentation
  • Prepares records of all incidents occurring on each shift.
  • Documents daily airfield inspections to validate airport and airfield compliance with FAA FAR Part 139 and other governmental agencies laws and regulations. Marginal Job Functions Performs other related duties as required. Knowledge of Job This is an entry level job intended for candidates with a degree in Aviation Management (or similar) that are looking to get their start in airport management. A successful candidate should have at least a basic knowledge of airport management, basic knowledge of airfield layouts (markings, signs and lighting) and be able to communicate via radio while driving amongst aircraft. A Private Pilot’s license, or training towards this, would be ideal. AAAE’s Certified Member or ACE-OPS certification, enrollment or completion, would be desirable. Has the mathematical ability to handle required calculations. The candidate will be knowledgeable and skilled in the use of computers; able to read, understand, and interpret federal regulations and related materials. Qualifications Minimum Training and Experience Required to Perform Essential Job Functions. Minimum Required :
  • Bachelor’s Degree from an accredited University or College in Aviation, Aviation Management, Airport Management, Aviation – Unmanned Aircraft Systems, Professional Aviation, Aviation – Professional Flight, Aviation Business Administration, Aeronautics or a closely related Aviation Management field.
  • Must possess a valid Georgia driver’s license prior to operating City vehicles.
  • Basic knowledge of aviation terminology and aeronautical terms. Preferred but not Required :
  • Prior experience working at a Part 139 certificated airport.
  • FAA Airman Certificate under Part 61, Private Pilot
  • FAA Airman Certificate under Part 107, Small UAS
  • Industry designations from AAAE, ACI (CM, ACE etc)
  • The ability to rapidly speak clearly and concisely with Air Traffic Control and pilots, while operating a vehicle MUST BE ABLE TO PERFORM THE FOLLOWING ESSENTIAL JOB FUNCTIONS :

Other duties may be assigned. Airside Operations : Monitor, track, and coordinate aircraft utilizing common-use parking areas and cargo bays. Conduct frequent inspections of airfield areas, including runways, taxiways, ramps, and aircraft operating areas, ensuring compliance with FAA regulations and safety protocols. Assist in aircraft emergency response, hazmat spills, bomb threats, hijackings, and disabled aircraft removal in accordance with the Airport Emergency Plan and FAR Part 139. Provide aircraft movement area escorts as needed. Maintain the HJAIA Safety Management System. Create and distribute weekly aircraft parking schedules. Landside Operations : Monitor and coordinate passenger flow through Security Screening Checkpoints, collaborating with stakeholders to manage queue lines. Conduct daily checks of terminals, concourses, parking lots, curbsides, and airport access roadways for compliance and safety. Initiate work orders for maintenance requests. Assist in emergency response activities, coordinating with Emergency Management Staff. Enforce City codes, lease agreements, and federal regulations. Regulatory Compliance : Conduct inspections and audits, reporting safety and security deficiencies. Ensure compliance with the Airport Security Program and TSR-1542. Operate and monitor access control and CCTV systems to enforce airport security protocols. Maintain permanent records of daily events, incidents, and regulatory compliance issues. Provide guidance on security procedures to tenants, federal agencies, and the public. Administrative & Communication Duties : Prepare and distribute reports, including incident logs, maintenance requests, and compliance documentation. Plan and facilitate tenant meetings. Communicate effectively with stakeholders, ensuring operations management is informed of significant events. Attend airport safety-related meetings and seminars. Assist in planning training programs and developing business plans, SOPs, and budget reports. Decision Making Follows standardized procedures and written instructions to accomplish assigned tasks. Uses judgment to diagnose technical issues and initiate corrective actions in collaboration with supervisors or managers. Knowledge, Skills & Abilities This is a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully. Knowledge of airport operations, FAA regulations, aviation security protocols, and emergency response procedures. Familiarity with access control systems, CCTV monitoring, and security enforcement. Ability to conduct inspections, identify safety hazards, and initiate corrective actions. Strong communication skills to interact effectively with tenants, federal agencies, and airport employees. Proficiency in Microsoft Office and database management for reporting and record-keeping. Ability to assess and resolve operational issues efficiently under high-pressure situations.
