Minimum Qualifications :

• Four years of experience in computer systems analysis, computer programming, and / or information management, two years of which must have been in data design, decision support analysis, or data modeling; or
• A bachelor's degree from an accredited college or university and two years of experience in computer systems analysis, computer programming and / or information management, with an emphasis in data design, decision support analysis, or data modeling; or
• A bachelor's degree from an accredited college or university in one of the computer sciences or management information systems.

Office hours are from 8 : 00 A.M. to 5 : 00 P.M. Eastern Standard Time, Monday through Friday, but may be flexible to support application deployment needs. Candidates must be able to commute to an FWC location.

Position Overview and Responsibilities

The Commission expects its employees to be courteous and respectful while assisting Commission customers and stakeholders, ensuring each encounter is as positive as possible. Employees should promptly resolve questions or problems relating to the Commission, its programs and / or fish and wildlife resources. Employees should seek to gain public support for agency objectives and programs by serving Florida's citizens in a positive and proactive manner and by listening to what the customer wants and striving to meet their needs. When appropriate, employees will explain the reasons for agency actions or decisions while communicating a consistent FWC point-of-view.

Responsible for following the provisions and requirements in Section 215.422, Florida Statutes, related to the Department of Financial Services rules and FWC's invoice processing and warrant distribution procedures. Work at FWC is cross-functional meaning duties may cross division / office lines. The Commission expects employees to function across FWC's organizational structure by providing their skills and expertise wherever needed through work on teams or as directed.

This position works directly with stakeholders in a scientific research environment. Provide consulting services, data analysis, database impact analysis, data and process analysis, and logical database design. Develop an enterprise view of data management. Assist in establishing and maintaining the goals and objectives of a data administration program.

Use logical application entity relationship models, physical database models and supporting data dictionaries. Participate in database design and monitoring activities, with adherence to standards. Provide training in data management, information analysis and information interpretation skills. Assist in identifying, defining and clarifying the roles and responsibilities of business managers who determine the content of the data (data stewards) and those who provide the physical storage and processing of data (data custodians).

Analyze functional needs and designs solutions for scientific, managerial and enforcement-specific requirements to provide the agency and its stakeholders with a sound information architecture. Develops and modifies program code.

Coordinate efforts with senior IS&M staff to determine at what points in the process it is appropriate for technology to be applied and to what extent, and assist in the development of high-level database and software design specifications.

Coordinate closely with FWC OIT data staff to ensure established standards and protocol are adhered to. Provide input on future standards and protocol as appropriate.

Establish a positive partnership-based approach to research data management. Participate in public outreach events.

Participate in other related duties, as required.
