Director Production Operations
The Director Production Operations is responsible for the operation of SAWS water production facilities including : Control Center, Agua Vista and / or H2Oaks. The Director oversees support of water production / recycled and groundwater treatment facilities, and / or potable water systems. The Director provides management control and overall direction for all work activities within the assigned program scope.
Essential functions include : supervising, selecting, developing, training, and evaluating personnel; developing and executing the annual Operations and Maintenance (O&M) and Capital Improvement Project (CIP) budgets; coordinating and directing support activities; developing and implementing policies; reviewing, planning, and designing facility installations; interviewing, contracting, and managing consultants and contractors; examining data; preparing reports; developing and participating in planning efforts; managing emergency projects; evaluating data; developing measures; applying business management principles; developing and monitoring safety requirements; and representing the group.
Decision making includes receiving limited supervision / guidance and may represent Vice President or act on their behalf during their absence.
Minimum requirements include a Bachelor's degree in Science, Engineering, Business or Public Administration, or related field from an accredited institution plus eight (8) years' progressively responsible experience in budgeting, management, supervision, and water operations OR a high school diploma or GED and ten (10) years' progressively responsible experience in water operations; including five years of supervising personnel, project development, budgeting, and strategic planning in a 24 hour operating environment. A valid Class "C" Texas driver's license and TCEQ Class "A" Water Operator License or must obtain within 12 months in position are required.
Preferred qualifications include a Master's degree in Science, Engineering or Public Administration or related field from an accredited institution and being licensed as a Professional Engineer in the State of Texas, or if licensed in another state, must obtain the Texas license within six months of appointment.
The job requires skills in using word processing, spreadsheet, database, computerized maintenance management system, and presentation software. It also requires the ability to establish and maintain effective working relationships, communicate effectively, exhibit high standards of business and personal ethical conduct, leadership, teamwork, positive attitude, initiative, and problem solving skills, and work hours other than the regular daytime schedule such as nights, weekends, and holidays under emergency response situations.
Physical demands and working conditions include primarily office environment with occasional field visits. Field visits involve exposure to inclement weather, wastewater, mechanical, chemical, and confined space hazards, high voltage equipment, offensive fumes, excessive noise, heavy traffic, deep excavations, and animals, snakes, and poisonous insects. The job may also require operating a company vehicle on a daily basis.
