Join PEMCCO as a Technology & Innovation Manager, where youll lead the digital-delivery and data-integration initiatives that power our Program Management Office. In this role, youll build and manage a unified technology ecosystem, linking project controls, engineering, safety, and asset-management systems, to deliver smarter, more transparent, and high-performing infrastructure programs. Your expertise in advanced analytics, digital-twin tools, and automation will help shape sustainable, cutting-edge solutions that keep our transit projects ahead of the curve.

Essential Functions
- Design and administer the PMOs integrated Project Management Information System (PMIS) linking cost, schedule, risk, and reporting tools.
- Implement enterprise dashboards and data pipelines using Power BI, Tableau, or similar platforms.
- Oversee digital-twin, GIS, and BIM initiatives that enhance asset visibility and lifecycle management.
- Manage cybersecurity controls, data-governance standards, and user-access protocols in coordination with agency IT teams.
- Evaluate and pilot innovative technologies (AI, IoT, mobile inspection tools) to improve field efficiency and decision-making.
- Support training and digital competency development for PMO and contractor staff.
- Develop technology performance metrics and report innovation outcomes to leadership and stakeholders.

Digital-Transformation Leadership : Proven ability to integrate multi-system program environments.Technical Proficiency : Expertise in PMIS tools (Unifier, EcoSys), analytics platforms, and data-integration methods.Cybersecurity Awareness : Understanding of NIST SP 800-53 and Zero-Trust principles.Analytical Thinking : Skilled in translating data into actionable insights and performance indicators.Collaboration : Works effectively with IT, engineering, and operations teams to standardize workflows.Innovation Mindset : Embraces emerging technologies and continuous improvement.Communication : Capable of presenting complex digital concepts clearly to technical and executive audiences.Required Qualifications
Bachelors degree in Information Systems, Computer Science, Engineering, or Data Analytics.Minimum of eight (8) years of experience designing and managing digital systems for large infrastructure or transportation programs.Demonstrated leadership in system integration, PMIS implementation, or enterprise analytics.Certification : Project Management Professional (PMP) or PgMP required.Preferred Qualifications
Masters degree in Information Technology Management, Engineering, or Business Administration.Professional credentials such as CISSP, AWS Solutions Architect, or Lean Six Sigma Black Belt.Experience implementing data-analytics, cybersecurity, or digital-twin solutions for public agencies.Familiarity with FTA digital-delivery and data-governance requirements.Benefits
