Project Manager
We need an experienced Project Manager to lead the Information Resource Center (IRC) Administrative Support Services at the U.S. Trade and Development Agency (USTDA). USTDA helps advance overseas infrastructure projects that create opportunities for U.S. exports while supporting jobs at home. In this role, you will provide leadership, coordination, and oversight of all contractor staff supporting USTDA's administrative, records management, information, and facilities functions. You will ensure contract performance standards are met, manage workflow and deliverables, oversee quality assurance, and serve as the primary liaison with the Contracting Officer (CO), Contracting Officer's Representative (COR), and other agency leadership. Responsibilities
- Serve as the primary point of contact with the CO and COR, providing regular updates, addressing issues, and ensuring effective communication between USTDA and contractor staff
- Provide leadership and oversight of all contractor personnel supporting IRC functions, ensuring tasks are completed in compliance with PWS requirements and federal regulations
- Develop, implement, and monitor project plans, process maps, schedules, and performance metrics to ensure contract deliverables are met on time and within budget
- Oversee the preparation and submission of required reports and deliverables, including weekly status updates, annual records management data, and updates to the IRC Manual and Document Flow Process Map
- Manage quality control processes to ensure accuracy, timeliness, and effectiveness of all services provided under the contract
- Supervise and cross-train staff to ensure adequate coverage of all functional areas
- Identify and mitigate risks related to project timelines, staffing, costs, and compliance requirements, providing solutions and contingency plans as needed
- Support financial, contract, and grant-related administrative tasks, including verification of deliverables and cost-share certifications
- Provide technical support and troubleshooting for audiovisual equipment during agency events when required
- Coordinate onboarding, training, and continuing education for contractor personnel to align with evolving federal and agency requirements
- Ensure professional conduct and adherence to USTDA's performance standards, security requirements, and quality assurance guidelines across all contractor operations
