Summary
The ECEAP contract specialist will monitor our 4 ECEAP sites by conducting bi-weekly site visits, ensuring that they are complying with all contract requirements and current ECEAP standards.
Familiarity with ELMS and Merit databases is helpful.
The position reports to the Director of Finance and Operations and will require regional travel.
The initial review will begin 10 / 15 / 2025
Duties
- Review and analyze ECEAP assigned programs to ensure alignment with the current Birth-5 ECEAP Performance Standards.
- Conduct bi-weekly on-site visits to monitor assigned programs compliance with DCYF regulations, including child enrollment, program policy, health and safety, curriculum implementation, staff qualifications, and child-to-adult ratios.
- Prepare comprehensive reports summarizing compliance findings and identify areas for improvement.
- Collaborate with assigned programs to develop corrective action plans to address identified non-compliance issues.
- Provide technical assistance and training to assigned programs on the current Birth-5 ECEAP Performance Standards and DCYF requirements.
- Maintain accurate and up-to-date records of all compliance activities, reports, and communication with programs.
- Stay current on changes to DCYF regulations and best practices in early childhood education.
- Attend monthly ECEAP directors call with DCYF as assigned.
- Attend workshops, meetings, in-service, training, etc. for the purpose of maintaining professional knowledge in early learning and ECEAP standards and requirements.
- Assist and / or provide ECEAP subcontractors in obtaining required DCYF training (e.g. enrollment, TS Gold, Creative Curriculum, Mobility Mentoring, etc.) for the purpose of assuring they operate programs in compliance with ECEAP Program Standards and the contract.
- Foster collaborative and positive partnerships.

Requirements
Bachelor's degree in Early Childhood Education, Public Administration, or a related field (preferred).Minimum of 2 years of experience working with ECEAP programs.Strong understanding of current Birth-5 ECEAP Performance Standards and DCYF regulations.Excellent analytical and problem-solving skills.Proficient in Microsoft Office Suite (Word, Excel, PowerPoint) and the use of databases.Strong written and verbal communication skills.Ability to travel to assigned program locations.Excellent interpersonal skills and the ability to build positive relationships with diverse stakeholders.Must have reliable transportation and insurance.Must pass a DCYF portable background check.Benefits
