Compliance Manager - Quality Assurance & 245D Excellence

Core Responsibilities
Quality Assurance Leadership
- Conduct comprehensive program evaluations and quality assurance reviews ensuring 245D excellence
- Lead systematic risk assessments identifying potential compliance vulnerabilities before they become issues
- Develop and implement corrective action plans that address root causes, not just symptoms
- Facilitate Quality Assurance & Compliance meetings with directors and program managers
- Create data-driven compliance dashboards providing real-time visibility into program performance
Regulatory Compliance Management
Maintain expert-level knowledge of Minnesota 245D regulations and federal requirementsMonitor legislative and regulatory changes, translating complex requirements into actionable policiesOversee development and implementation of person-centered plans meeting all regulatory standardsEnsure documentation meets or exceeds state and federal requirements for all service typesPrepare for and manage DHS licensing reviews, surveys, and investigationsIncident Management & Pattern Analysis
Review and analyze incident reports, emergency use of manual restraints, and medication errorsIdentify patterns and trends requiring systematic interventionImplement evidence-based corrective actions addressing root causesCoordinate with state agencies on reportable incidents ensuring timely, accurate submissionsDevelop preventive strategies reducing incident frequency and severitySystems & Technology Optimization
Maintain and optimize Therap electronic health record systemImplement technology solutions streamlining compliance tracking and reportingDevelop automated compliance monitoring reducing manual oversight burdenTrain staff on documentation requirements and system utilizationCreate efficiency improvements without compromising quality or complianceRequired Qualifications
Bachelor's degree preferred (will consider equivalent experience)Minimum 5 years experience in 245D settings creating and implementing service plansAt least 2 years direct client oversight in disability servicesDemonstrated expertise in Minnesota 245D regulations and compliance standardsProficiency with Therap EHR system and Google WorkspaceValid driver's license and reliable transportation for Twin Cities metro travelPreferred Qualifications
Experience with compliance program oversight and quality assurance leadershipBackground in conducting internal audits and root cause analysisKnowledge of HIPAA, OSHA, and federal healthcare regulationsExperience with DHS licensing reviews and corrective action processesFamiliarity with CADI, DD, BI, CAC, and Elderly Waiver requirementsCertification in healthcare compliance (CHC) or quality management (CPHQ)Essential Competencies

On-Call Requirements : This position includes after-hours on-call rotation for incident response and emergency consultation. On-call stipend provided.
Travel Requirements : Regular travel throughout Twin Cities metro to multiple service sites. Mileage reimbursement at IRS standard rate.
