Overview
In this role, you will be responsible for all preconstruction activities on large volume water projects, including developing preliminary budgets, value engineering, preconstruction schedules, procurement plan, prequalification of subcontractors, detailed take-off and estimating, definition of bid package scopes, the subcontractor / supplier bidding process, evaluation of bids, presentation of detailed estimates of the work, evaluation of alternatives and comparative studies.
Job Responsibilities
- Leads the Preconstruction phase effort and coordinates with the Project Director and Lead Estimator.
- Develops and manages detailed estimates from conceptual to final design.
- Participates in design review meetings, leading and directing the design team during Pre-Construction, monitoring scope, cost, and constructability during design development, and reviewing design options to recommend the best solutions based on cost, engineering quality, or material availability.
- Leads the pricing strategy effort and ensures the proposal team is aligned on strategy and expectations.
- Manages cost tracking during Preconstruction.
- Leads and coordinates the Preconstruction Team.
- Develops bid packages, manages subcontractor / vendor participation, bid levels, and evaluates market pricing.
- Builds and maintains relationships with subcontractors and vendors.
- Reviews proposal milestone dates and tracks progress, ensuring timely estimate completion and communication.
- Handles pricing clarifications.
- Leads estimate, constructability, and value engineering reviews.
- Assists in developing the construction schedule.
- Participates in developing responses to RFPs or RFQs.
- Trains Preconstruction personnel.
- Demonstrates success in managing preconstruction pursuits and support staff.
- Presents information to clients as needed.
- Maintains historical pricing information and participates in proposal interviews and presentations.
Education / Experience
Bachelor of Science Degree in Civil Engineering, Construction Management, or equivalent.At least 7 years of estimating experience, preferably in water / wastewater construction.Knowledge, Skills, Certifications
Experience in Water & Wastewater Construction.Skills in estimating, scheduling, budget control, field supervision, financial reporting, client relations, computer skills, and interpersonal skills.Excellent communication, organizational, and leadership skills.Proven success in managing construction projects / phases and support staff.Knowledge of bid practices, design-build, and CMAR delivery methods.Benefits

Physical Requirements
Ability to visit locations, stand, walk, stoop, kneel, crouch, lift 10-50 pounds, and use hand-eye coordination and dexterity. Must be able to sit, reach, talk, and hear.
