Washington County Mental Health Services is “Where Hope and Support Come Together.”  Position :

  • The Youth Employment Specialist / Case Manager works in the Children, Youth and Family Services department and reports to the Coordinator of the Jump-On-Board-for-Success (JOBS) Program.
  • This role supports young adults ages 16–22 with severe emotional disturbances (SED) by providing supported employment services, including vocational assessment, job development, placement, and long-term follow-up.
  • The position manages five to seven assigned cases and supports a total of 15–20 employment-focused clients through treatment planning, service coordination, and field-based support.
  • This hands-on, community-centered role helps youth build skills, gain confidence, and reach their employment goals.

Job Duties :

  • Assess, develop, and implement individualized vocational plans and rehabilitation interventions for JOBS program participants.
  • Conduct job development, placement, training, and provide follow-up support services to ensure successful employment outcomes.
  • Manage cases and create treatment plans for youth taking part in vocational programs.
  • Maintain accurate clinical and programmatic records using electronic medical record systems.
  • Supervise community-based work experiences, transitional employment positions, and off-site vocational support activities.
  • Develop and maintain working relationships with Vocational Rehabilitation (Hire ability), Department of Employment and Training, employers, and other interdisciplinary team members.
  • Prepare and submit required documentation including reports, treatment plans, progress notes, and time sheets.
  • Qualifications :

  • Bachelor’s degree required.
  • Must possess a valid driver’s license, an excellent driving record, and access to a safe, reliable, insured vehicle.
  • Experience with Supported Employment and youth experiencing emotional disturbances.
  • Familiarity with the local business community and / or prior business experience.
  • Knowledge of psychiatric rehabilitation, vocational support, and awareness of social / vocational service agencies.
  • Knowledge, Skills, and Competencies :

  • Skilled in vocational planning and rehabilitation strategies.
  • Skilled in job development, placement, training, and follow-up support services.
  • Experience in youth case management and developing treatment plans.
  • Proficient in clinical documentation and reporting.
  • Skilled in supervising vocational activities, transitional employment positions, and off-site vocational support.  Maintain partnerships with Vocational Rehabilitation (Hire Ability), Department of Employment and Training, employers, and other interdisciplinary team members.
  • Understanding of agency policies and procedures and ability to work within those guidelines Willingness to take part in agency committees and contribute to team meetings.
  • Adaptability to perform other responsibilities as assigned.
  • Work Environment & Physical Requirements Work occurs in varied indoor and outdoor settings, including offices, program spaces, community locations, and client homes.  Involves driving and transporting clients, including travel in inclement weather; safe driving practices are required.  May include evening and weekend hours to meet program needs.  Requires extended computer use; ergonomic practices are encouraged.  Includes direct care for individuals who may present challenging behaviors; staff must be prepared for crisis intervention and de-escalation.  Staff may need to respond to medical or behavioral emergencies, including contacting emergency services.  Occasional exposure to bloodborne pathogens; PPE and proper disposal procedures are required.  Requires consistent attendance, effective communication, and active participation in meetings, trainings, and presentations.  Regular vehicle use for local and regional travel is essential.  Compensation and Benefits :

  • This full-time position offers an hourly rate of $24.62 / hr - $25.62 / hr and excellent benefits, including tuition reimbursement / student loan assistance; generous paid time off; employer-sponsored health, dental, life, and disability insurances; and a 403(b)-retirement plan with employer match.
