Chimera Enterprises International is seeking a Contracting Specialist to support the National Park Service (NPS), Denver Service Center (DSC) Description The ideal candidate will have substantial experience in federal government contracting and procurement, including experience with construction contracting and architect-engineer services.
The Contracting Specialist will support the DSC by providing acquisition and financial-management support for large-scale design and construction projects at NPS units nationwide.
This role involves performing acquisition planning, market research, solicitation preparation, contract administration, and other related tasks.
Mission To provide comprehensive acquisition support to ensure timely contract actions and maintain funding accountability.
This role is critical in supporting the efforts of the Contracting teams in meeting projected milestones for contracting from planning to award and post-award administration.
Clearance Level Required :
- Ability to obtain HSPD12 PIV, ethical clearance, and any other required clearances.
JOB DESCRIPTION AND RESPONSIBILITIES :
Conduct acquisition planning and market research; determine contract type and area of solicitation in conjunction with project teams and Contracting Officer.Prepare and post System for Award Management (SAM) notices and other pre-solicitation documentation.Issue solicitations, Requests for Proposals / Quotes, and amendments; address questions from project teams.Receive, record, and review proposals / quotes for responsiveness.Participate in the coordination of technical evaluation panels and assist the Contracting Officer in all source selection activities and best value tradeoff evaluations.Prepare for and participate in negotiations; perform cost and / or price analysis under the direction of the Contracting Officer.Process contract awards for government Contracting Officer signature; prepare and distribute award packages and announcements.Perform contract administration, including maintaining official contract files, resolving payment issues, and addressing general contract administration questions.Process modifications, obtain and evaluate contractor proposals, participate in and document negotiations, and prepare modifications with supporting documents for signature by the government Contracting Officer.Prepare closeout documents.Knowledge, Skills, and Abilities :
Minimum of five (5) years of Federal Government Contracting experience.Minimum of five (5) years of construction contracting experience.Minimum of three (3) years of architect-engineer services contracting experience.Strong knowledge of Federal Acquisition Regulations (FAR) and other applicable regulations.Excellent analytical skills with experience in cost / price analysis.Strong communication and interpersonal skills for effective collaboration with various stakeholders.Proficiency in using procurement systems such as FPDS, PRISM, and FBMS.Minimum Qualifications :
Education : Completion of an accredited 4-year bachelor’s degree with a major in any field, or Contracting / Acquisition / Procurement experience of at least 20 years, or 24 semester hours in Business in any combination of the following disciplines : accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.Certification :
Federal Acquisition Certification in Contracting (FAC-C) Professional, or equivalent (e.g., DAWIA certification).Clearance :
