Overview
PACO Group, Inc. is a nationally recognized CM / PM firm that partners with public owners to deliver complex transportation programs. For the MTA's Second Avenue Subway Phase 2 extension, PACO staff will embed within the integrated Project Management Team to help keep the multi-contract effort safe, on schedule, and within budget.
Position Overview
This full-time, on-site contract role supports the Project Management Consultant in Manhattan. The Quality Engineer develops, implements, and stewards the program's Quality Management Plan, ensuring alignment with ISO 9001, Federal Transit Administration, and owner requirements while fostering a continuous-improvement culture across the multi-year project.
Key Responsibilities
- Develop and proactively manage the program-level Quality Management Plan with client and design-build leadership, meeting all agency and ISO requirements.
- Review and approve subconsultant quality plans; monitor conformance and report compliance metrics to client and PM leadership.
- Partner with project teams to introduce technologies and processes that streamline quality data capture and reporting.
- Establish and track quality performance metrics; deliver targeted training to elevate project-wide quality culture.
- Lead risk-based quality audits and corrective-action programs, identifying systemic issues and driving continuous improvement.
Required Skills & Competencies
Expert knowledge of ISO 9001 and FTA Quality Management System requirements for major capital programs.Proven ability to perform comprehensive risk assessment and mitigation within large, multidisciplinary teams.Superior written and verbal communication skills for technical and non-technical audiences.Collaborative leadership that builds alignment among owners, consultants, contractors, and field staff.Software / Tool Proficiency

Bachelor's degree in Quality Management, Civil or Industrial Engineering—or 12 years' relevant experience in lieu of a degree.Minimum 8 years managing quality programs, including planning, design, and construction audits.Registered Professional Engineer, ASQ CQA / CMQ / OE, PMP, DBIA, or CMAA certification preferred.Benefits
