Position Summary
Responsible for providing technical oversight and support to Oceaneering owned and Chartered vessels, administrating the computerized preventive maintenance program and maintenance audits to prevent or reduce instances of off-hire time due to unplanned equipment failures. Analyze preventive maintenance practices and failure-based repairs to make recommendations for continuous improvement to Sr. Marine Manager. This role involves developing Inspection and Testing Procedures (ITP) with vendors and stakeholders to ensure quality assurance and operational excellence for machinery, materials, and operations throughout the vessel fleet. Assists Port Engineers with surveying vessels, generating work lists, noting deficiencies to codes and regulations, and preparing shipyard maintenance specifications and repair contracts.
Duties And Responsibilities
ESSENTIAL :
- Maintain channels of effective communication with customers Marine Assurance organizations, operations teams, sub-contractors, and other departments in regard to vessel technical matters.
- Track regulatory requirements with respective agencies such as DNV, ABS, and USCG to ensure vessel compliance and coordinate time needed with SPG Operations and Vessel Owners / Operators to ensure vessel compliance.
- Oversight and administration of Maintenance Audits on Oceaneering owned vessels, and chartered vessels if required.
- Lead or participate in Root Cause analysis with Marine, Quality Assurance and chartered vessel operators to ensure close out of down time or equipment failure issues with Oceaneering owned or chartered vessels. Provide reports for management and Clients.
- Assist Chartered vessel operators as needed for close out of outstanding technical issues.
- Capture Cost of Poor Quality (COPQ) and driving associated projects and corrective actions resulting in COPQ reduction.
- Developing ITP (Inspection and Testing Procedures) utilizing OEM (Original Equipment Manufacturer) Specs, Class Society with vendors and stakeholders to ensure quality assurance and operational excellence for machinery, materials, and operations throughout the vessel fleet.
- Assist Port Engineers with surveying vessels, generating work lists, notating deficiencies to codes and regulations, and assisting in the preparation of shipyard maintenance specifications and repair contracts up to execution of shipyard or capital projects.
- Assist with acceptance of work scopes in accordance with detailed specifications and tolerances to ensure no rework and COPQ.
- Evaluating vessel operational quality matters, researching solutions and new construction / modification designs, and developing recommendations to the Marine Technical Manager.
- Working within the QMS (Quality Management System) and organization leaders to document COPQ, NPT and Lessons learned for communication throughout the Marine and Global Oceaneering Organization.
- Capture Cost of Poor Quality (COPQ) and driving associated projects and corrective actions resulting in COPQ reduction.
- Actively lead the continuous quality improvement process.
- Support corporate quality initiatives and One Oceaneering concepts.
- Responsible for managing the Non-Conformance Process, Corrective Action Process and Preventive Action Process.
- Track and drive corrective action and root cause analysis process from inception to closure.
- Verify that revised processes, procedures and other applicable systems are in use, functional and efficient.
- Keeps management team abreast of issues identified during quality assurance activities.
- Responsible for managing internal audit processes and associated corrective actions.
Qualifications
REQUIRED :
Five (5) years' experience in supervisory / managerial position of offshore support vessels.Prior experience in specification development, selecting, troubleshooting, and maintaining marine equipment on offshore vessels.Experience in Marine Assurance is essential and also in the design construction and / or operation of Dynamically Positioned and conventional vessels.Familiar with Reliability Centered Maintenance practicesMust be able to compile professional, persuasive documents and reports as well as write relevant standards and guidelines.Demonstrate an ability to independently manage problems and tasks. Decisions will be made within generally broad parameters, and a high level of initiative is required, taking into account all factors and not just the technical ones.Good knowledge of classification society (ABS, DNV, etc.), statutory, and industry standard compliance.Vessel experience in the Gulf of Mexico within the oil and gas industry is required.Valid Driver's License.Valid TWIC card.Ability to obtain a DOD Secret ClearancePREFERRED :
