Position Description The Director of Community & Employment Services oversees all Employment Program Managers (EPMs) and program operations to ensure smooth service delivery, compliance, and achievement of billable hour requirements.
This role combines leadership and accountability with 20 hours of direct billable service each week, modeling quality and efficiency.
The Director is responsible for monitoring performance, holding staff accountable, and initiating disciplinary action when expectations are not met.
This position ensures programs operate effectively, documentation is accurate, and outcomes align with agency standards.
The Director also maintains strong partnerships with CSBs, DARS, and other contracted entities to support growth, referrals, and overall program success.
Essential Functions Direct Service (20 billable hours / week) :
- Conduct client intakes, assessments, and individualized service planning.
- Provide job coaching, supported employment, and individualized supported employment services in compliance with Medicaid / DARS requirements.
- Deliver direct support and job placement services in alignment with Medicaid, DARS, and other state / funding requirements.
- Maintain active caseloads that may extend across multiple states, ensuring consistent quality of service delivery and adherence to varying state regulations.
- Ensure documentation for all billable activities is accurate, timely, and compliant with Medicaid, DARS, and agency standards.
- Model effective service delivery practices and demonstrate best-in-class approaches for managers, staff, and new hires.
- Coordinate and deliver services across multiple states , ensuring compliance with varying state regulations and program standards.
Collaborate with interdisciplinary teams, families, and employers to create sustainable employment opportunities and long-term success for individuals served. Program Leadership & Supervision :
Supervise Employment Program Managers and oversee daily operations of multiple services across multiple states.Set clear performance expectations and hold managers accountable for service quality, documentation, compliance, and state-specific benchmarks.Provide coaching, feedback, and corrective action to ensure program benchmarks are consistently met in each service line and region.Oversee staff training, onboarding, and professional development to maintain compliance and strengthen service delivery across all programs and jurisdictions.Ensure consistent communication and alignment between regional managers to uphold organizational standards while adapting to state-specific requirements. Performance, Quality Assurance & Compliance :
Monitor program outcomes, service utilization, and billing to ensure compliance with contractual, Medicaid, and CARF standards across all states of operation.Collaborate with Finance and Compliance teams to maintain billing integrity, support multi-state audits, and uphold regulatory requirements.Identify gaps in service delivery at both the local and regional level and implement strategies for performance improvement.Ensure all program practices align with agency policies, regulatory requirements, and ethical standards, while incorporating variations in state-specific guidelines.Establish systems to track performance metrics consistently across service lines and geographies. Community Engagement & Outreach :
Represent RISE Services at CSB, DARS, and partner agency meetings across multiple states.Build and maintain relationships with contracting entities, referral sources, and community partners to support service delivery and program expansion.Deliver presentations, conduct outreach, and advocate for individuals served by RISE Services within diverse regions.Promote the organization’s mission and expand program visibility across service areas to drive growth and sustainability.Qualifications Bachelor’s degree in human services, rehabilitation, or related field (preferred).Strong leadership Bachelor’s degree in Human Services, Rehabilitation, Business Administration, or related field required; Master’s degree preferred. Minimum 5 years of progressive leadership experience in employment or community-based human services. Demonstrated success in supervising teams and driving performance improvement. Experience providing billable employment services (Medicaid, DARS, or similar funding streams). Strong knowledge of disability services, vocational rehabilitation, and person-centered practices. Exceptional communication, organizational, and relationship-building skills.
