A Non-Merit vacancy exists in the Department of Housing and Community Development.
Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Examples of Duties
Under general supervision, plans, coordinates, and supervises the enforcement of HUD's housing quality standards (HQS) and / or National Standards for the Physical Inspection of Real Estate (NSPIRE), for families participating in Baltimore County's Housing Choice Voucher (HCV) Program. Inspects the construction, repair, and alteration of buildings, and structures and inspects buildings, structures, and grounds to ensure compliance with building, electrical, plumbing, and livability codes, zoning laws, and other laws, codes, and regulations pertaining to the health, safety, and appearance of the community.

Qualifications
Bachelor's degree in architecture, business administration, civil or mechanical engineering, or a related field
Plus
Four years' experience in HQS (or similar) inspections, two years of which were in a supervisory capacity.
(Additional experience may be substituted on a year-for-year basis for the required education. Education beyond a bachelor's degree may be substituted on a year-for-year basis up to a maximum of two years for the required non-supervisory experience.)
Knowledge, Skills, and Abilities (Entry Level)
Licenses and Certificates : Possession of a valid driver's license equivalent to a noncommercial, class C Maryland driver's license is required at the time of appointment. Some positions may require registration as a Journeyman or Master Plumber in Baltimore County. Some positions may require registration as a Master General Electrician in Baltimore County or possession of a Statewide Master Electrician License.
Proof of Licenses, Certifications and Education Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable. Examination Procedure Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Conditions of Employment
Duties are performed in an indoor and outdoor environment while sitting at a desk and performing physical activity for the position requiring the ability to go in and out of all types of residential units, buildings and facilities(i.e., hallways, stairs, elevators, etc.). Use of a computer system and computer equipment, hand-held industry standard device and use and operation of general office equipment ability to operate a company vehicle is mandatory for the performance of the job duties.
Physical and Environmental Conditions The work of this classification entails walking, standing, climbing, stooping, and lifting and carrying objects of moderate weight. Duties also entail frequent travel between inspection sites and exposure to adverse weather conditions.
Medical Examination and Employment Background Investigation Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.
